HLS 11RS-2758 ORIGINAL Page 1 of 3 Regular Session, 2011 HOUSE CONCURRENT RESOLUTI ON NO. 184 BY REPRESENTATIVES CARMODY AND SCHRODER HIGHER EDUCATION: Requests the Board of Regents to organize a commission to study the governance, management, and supervision of public postsecondary education A CONCURRENT RESOLUTI ON1 To urge and request the Board of Regents to create a commission to study the governance,2 management, and supervision of public postsecondary education and to submit to the3 legislature a plan for reorganization of the governance, management, and supervision4 of postsecondary education not later than sixty days prior to the beginning of the5 2012 Regular Session of the Legislature of Louisiana.6 WHEREAS, in the past two regular sessions, the legislature has considered bills to7 consolidate governance of public postsecondary education and reduce the number of8 governing boards; and9 WHEREAS, governance of postsecondary education has been a perennial issue faced10 by the legislature at least since the adoption of the current state constitution; and11 WHEREAS, there is general agreement that there are problems with the current12 arrangement but there has never been a general agreement on a solution; and13 WHEREAS, it is logical, reasonable, and imperative that postsecondary education14 institutions work within a cohesive and comprehensive governance framework that15 maximizes the application of scarce resources to the benefit of their students.16 THEREFORE, BE IT RESOLVED that the Legislature of Louisiana does hereby17 urge and request the Board of Regents to create a commission to study the governance,18 management, and supervision of public postsecondary education.19 BE IT FURTHER RESOLVED that the commission shall be comprised of the20 following:21 HLS 11RS-2758 ORIGINAL HCR NO. 184 Page 2 of 3 (1) One member appointed by the Board of Regents.1 (2) One member appointed by each of the four public postsecondary education2 management boards.3 (3) The chairman of the Workforce Investment Council.4 (4) Five members appointed by the governor.5 BE IT FURTHER RESOLVED that the study shall include examination of how an6 improved governance structure would result in:7 (1) More efficient use of resources by eliminating duplicative management8 arrangements and personnel.9 (2) The improvement of student success by better alignment of student interest and10 abilities with appropriate institutional and credential options.11 (3) Better integration of education at all secondary and postsecondary levels through12 development of a complete articulation and transfer plan.13 (4) More fair and equitable service to all institutions through better representation14 in the management structure and fuller recognition and support for the special missions and15 needs of historically black colleges and universities.16 BE IT FURTHER RESOLVED that based on its study, the commission shall prepare17 and submit to the legislature a plan for the reorganization of the governance, management,18 and supervision of postsecondary education, which plan shall include not only a proposal for19 a basic structural arrangement of entities, offices, and institutions but also:20 (1) Evaluation and conclusions regarding creation of a single board to govern public21 postsecondary institutions.22 (2) A detailed articulation of the distribution of authority and responsibilities among23 entities, offices, and institutions.24 (3) Recommendations for the proper mechanism for setting tuition and suggestions25 regarding the proper balance of state general funds and tuition as means of funding26 postsecondary education.27 (4) Proposals regarding the distribution formula of state general funds and the28 relative importance of equity and performance in that formula.29 HLS 11RS-2758 ORIGINAL HCR NO. 184 Page 3 of 3 BE IT FURTHER RESOLVED that the commission shall submit the plan to the1 Legislature of Louisiana not later than sixty days prior to the beginning of the 2012 Regular2 Session of the Legislature.3 BE IT FURTHER RESOLVED that a copy of this Resolution shall be transmitted4 to the chairman of the Board of Regents.5 DIGEST The digest printed below was prepared by House Legislative Services.
