HOUSE CONCURRENT RESOLUTI ON NO. 184

A CONCURRENT RESOLUTI ON
To urge and request the Board of Regents to create a commission to study the governance,
management, and supervision of public postsecondary education and to submit to the
legislature a plan for reorganization of the governance, management, and supervision
of postsecondary education not later than sixty days prior to the beginning of the
2012 Regular Session of the Legislature of Louisiana.
WHEREAS, in the past two regular sessions, the legislature has considered bills to
consolidate governance of public postsecondary education and reduce the number of
governing boards; and
WHEREAS, governance of postsecondary education has been a perennial issue faced
by the legislature at least since the adoption of the current state constitution; and
WHEREAS, there is general agreement that there are problems with the current
arrangement but there has never been a general agreement on a solution; and
WHEREAS, it is logical, reasonable, and imperative that postsecondary education
institutions work within a cohesive and comprehensive governance framework that
maximizes the application of scarce resources to the benefit of their students.
THEREFORE, BE IT RESOLVED that the Legislature of Louisiana does hereby
urge and request the Board of Regents to create a commission to study the governance,
management, and supervision of public postsecondary education.
BE IT FURTHER RESOLVED that the demographic composition of the commission
shall reflect that of the population of the state with respect to race, gender, and ethnicity and
the commission shall be comprised of the following:
(1)  Four members appointed by the Board of Regents.
(2) One member appointed by each of the four public postsecondary education

(3)  The chairman of the Workforce Investment Council.
(4)  Five members appointed by the governor.
(5)  The chairman of the Senate Committee on Education.
(6) One member of the Senate Committee on Education, appointed by the chairman
thereof.
(7)  The chairman of the House Committee on Education.
(8) One member of the House Committee on Education, appointed by the chairman
thereof.
BE IT FURTHER RESOLVED that the study shall include examination of how an
improved governance structure would result in:
(1) More efficient use of resources by eliminating duplicative management
arrangements and personnel.
(2) The improvement of student success by better alignment of student interest and
abilities with appropriate institutional and credential options.
(3) Better integration of education at all secondary and postsecondary levels through
development of a complete articulation and transfer plan.
(4)  More fair and equitable service to all institutions through better representation
in the management structure and fuller recognition and support for the special missions and
needs of historically black colleges and universities.
BE IT FURTHER RESOLVED that based on its study, the commission shall prepare
and submit to the legislature a plan for the reorganization of the governance, management,
and supervision of postsecondary education, which plan shall include not only a proposal for
a basic structural arrangement of entities, offices, and institutions but also:
(1) Evaluation and conclusions regarding creation of a single board to govern public
postsecondary institutions.
(2) A detailed articulation of the distribution of authority and responsibilities among
entities, offices, and institutions.
(3) Recommendations for the proper mechanism for setting tuition and suggestions
regarding the proper balance of state general funds and tuition as means of funding
postsecondary education. ENROLLEDHCR NO. 184

(4) Proposals regarding the distribution formula of state general funds and the
relative importance of equity and performance in that formula.
BE IT FURTHER RESOLVED that the commission shall submit the plan to the
Legislature of Louisiana not later than sixty days prior to the beginning of the 2012 Regular
Session of the Legislature.
BE IT FURTHER RESOLVED that a copy of this Resolution shall be transmitted
to the chairman of the Board of Regents.
