A CONCURRENT RESOLUTI ON
To express sincere and heartfelt condolences upon the death of former state representative
Emery Lewis Villar.
WHEREAS, it is with deep regret and profound sorrow that the members of the
Louisiana Legislature have learned of the death of former state representative Emery Lewis
Villar on Saturday, April 23, 2011, at the age of ninety; and 
WHEREAS, native of Brignac and a resident of Gonzales, Mr. Villar was a widely
respected and admired citizen of Louisiana; and 
WHEREAS, upon his election to the Louisiana House of Representatives in 1960,
where he served until 1976, Mr. Villar used every opportunity as an able and productive
legislator to serve his fellow citizens in an honorable and dedicated manner; and
WHEREAS, as a state representative, Mr. Villar steadfastly endeavored to improve
the welfare of the people of Louisiana and served diligently as a member of several
committees, including the House Committee on Commerce, on which he served as vice
chairman; and
WHEREAS, Mr. Villar retired with thirty-five years of service from Exxon Baton
Rouge and served as a former member of the Ascension Parish School Board, director of the
Louisiana State Licensing Board for Contractors, on the board of directors of the Bank of ENROLLEDHCR NO. 33

Gonzales, vice president of Louisiana National Security Bank, a member of the board of
review with the state Department of Labor, and a member of Ascension Baptist Church; and
WHEREAS, Mr. Villar is survived by his wife of sixty-nine years, Winnie Gautreau
Villar; his daughters, Dianne Villar Herin and Dolores Villar; his son and daughter-in-law,
Ronnie and Connie Marchand Villar; his grandchildren, Michael Herin, Derek Smith,
Dwayne Smith, Russell Villar, and Michelle Fortenberry; his great-grandchildren, Jonathan
Herin, Rebecca Herin, Stephen Herin, Jennifer Smith, Luke Smith, Joshua Smith, Matthew
Smith, Danielle Smith, Paul Fortenberry, and Eva Fortenberry; his sister, Lois Alexander;
and his brothers, John Villar, Jr., and Elmo Villar; he was preceded in death by his parents,
Josephine Blackwell and John Daniel Villar, Sr.; his brothers, Victor Villar and Kernice
Villar; and his sister, Hermenie White; and
WHEREAS, the death of Mr. Villar has left a great void and created a genuine sense
of sorrow in all who knew him, including the members of the House family, all of whom
mourn the loss of this wonderful man who served his state and this institution so well; and
WHEREAS, Mr. Villar leaves behind a rich and unique legacy and is greatly missed
by all whose lives he touched through his commitment to public service and his dedication
to his fellow citizens.
THEREFORE, BE IT RESOLVED that the Legislature of Louisiana does hereby
express sincere and heartfelt condolences upon the death of former state representative
Emery Lewis Villar, does hereby recognize and record for posterity his notable
accomplishments and singular contributions during his sixteen-year tenure as a distinguished
member of the Louisiana House of Representatives, and does hereby extend enduring
appreciation for the pride and honor that this wonderful man will forever bring to his family,
his community, and his state. 
BE IT FURTHER RESOLVED that a suitable copy of this Resolution be transmitted
to the family of Emery Lewis Villar.
