TRAFFIC: Urges and requests DOTD to install a traffic signal at the intersection of U.S.
Highway 165 and Richwood Road No. 2 in Ouachita Parish
A CONCURRENT RESOLUTI ON1
To urge and request the Department of Transportation and Development to install a traffic2
light at the intersection of U.S. Highway 165 and Richwood Road No. 2 in Ouachita3
Parish.4
WHEREAS, local officials in Ouachita Parish are asking that the Department of5
Transportation and Development install a traffic light at the intersection of U.S. Highway6
165 and Richwood Road No. 2 in Ouachita Parish; and7
WHEREAS, the opening of the Ollie Burns Branch Library has contributed8
significantly to traffic congestion and has increased pedestrian traffic, particularly school-9
aged children, from nearby Richwood Middle and High schools; and10
WHEREAS, the combination of motor vehicles, school buses, commercial trucks,11
bicycles, and pedestrians has made the intersection of U.S. Highway 165 and Richwood12
Road No. 2 an extremely busy and dangerous intersection, especially when students are13
ending their school day; and14
WHEREAS, in order to facilitate the flow of traffic on a major, divided highway and15
provide for the safety and welfare of pedestrians, a traffic light is needed at this intersection;16
and17
WHEREAS, a prime responsibility of the state is to provide for the safety of its18
citizens, and the installation of a traffic light will offer much needed protection for19

THEREFORE, BE IT RESOLVED that the Legislature of Louisiana does hereby1
urge and request the Department of Transportation and Development to install a traffic light2
at the intersection of U.S. Highway 165 and Richwood Road No. 2 in Ouachita Parish.3
BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to the4
secretary of the Department of Transportation and Development.5
