HOUSE CONCURRENT RESOLUTI ON NO. 52
BY REPRESENTATIVE NORTON
U.S.: Commends the president, U.S. Armed Forces, and intelligence officials upon bringing
Osama bin Laden to justice, honors those killed on 9/11 and in the war on terror, and
expresses appreciation to those who protect freedom in the world
A CONCURRENT RESOLUTI ON1
To commend President Barack Obama, commander-in-chief, United States Armed Forces,2
and United States intelligence officials upon achieving success in the mission to3
bring Osama bin Laden to justice, to recognize and honor those who lost their lives4
on September 11, 2001, and members of the armed forces killed while fighting the5
war on terror, and to express appreciation to those who daily carry out the military,6
diplomatic, and intelligence initiatives necessary to protect freedom in the world.7
WHEREAS, on Tuesday, September 11, 2001, nearly three thousand people were8
killed in a senseless and brutal attack on the United States of America; and9
WHEREAS, the deaths of the victims of the terrorist attacks in New York City,10
Pennsylvania, and Washington, D.C., and of those who died in the effort to save them,11
created a genuine and lingering sense of profound grief and loss in the hearts of the people12
of Louisiana; and13
WHEREAS, in the wake of this tragedy, the United States went to war against an14
elusive enemy, Osama bin Laden, the mastermind of the attacks and the leader of the15
terrorist organization Al-Qaeda, which has long spread fear, terror, and violence not only in16
the United States but in the homelands of allies throughout the world; and 17
WHEREAS, since 2003, more than six thousand men and women of the U.S. armed18
forces have made the ultimate sacrifice by giving their lives in the war against terror; and19 HLS 11RS-1210	ORIGINAL

WHEREAS, on Sunday, May 1, 2011, Osama bin Laden was killed in Pakistan in1
a firefight with United States military and Central Intelligence Agency forces; and2
WHEREAS, American forces carried out this dangerous mission with exceptional3
skill and unfaltering valor and suffered no casualties; and4
WHEREAS, this raid was the culmination of years of tireless work and unwavering5
commitment by the armed forces, President William Jefferson Clinton, President George W.6
Bush, and President Obama and their national security teams, and multiple agencies within7
the nation's intelligence community; and 8
WHEREAS, while it is hoped that the end of Osama bin Laden's reign of terror will9
significantly weaken the forces of Al-Qaeda, America remains vigilant and is united with10
her allies in the continuing effort to fight terrorism around the world; and 11
WHEREAS, those involved in accomplishing this historic mission have upheld the12
highest traditions of the United States of America, and these brave individuals have brought13
great pride to their families, their communities, and this nation; and14
WHEREAS, it is fitting to pay tribute to the president, to members of the armed15
forces, and to intelligence officials for performing their duties in an extraordinary fashion,16
to remember those who died on September 11, 2001, and those who have given their lives17
for their country in the war on terror, and to acknowledge the heroic deeds of those who fight18
for freedom every day at home and abroad.19
THEREFORE, BE IT RESOLVED that the Legislature of Louisiana does hereby20
commend President Barack Obama, the United States Armed Forces, and United States21
intelligence officials upon achieving success in the mission to bring Osama bin Laden to22
justice.23
BE IT FURTHER RESOLVED that the legislature does hereby recognize and honor24
those killed in the terrorist attacks of September 11, 2001, and members of the United States25
Armed Forces who have lost their lives while fighting the war on terror.26
BE IT FURTHER RESOLVED that the legislature does hereby express heartfelt and27
abiding appreciation to those brave American men and women who daily carry out the28
military, diplomatic, and intelligence initiatives necessary to protect freedom in the world.29 HLS 11RS-1210	ORIGINAL

BE IT FURTHER RESOLVED that a suitable copy of this Resolution be transmitted1
to President Barack Obama.2
