HLS 11RS-3648 ORIGINAL Page 1 of 2 Regular Session, 2011 HOUSE RESOLUTION NO. 159 BY REPRESENTATIVE MICHAEL JACKSON AIRCRAFT/AIRPORTS: Urges and requests the Department of Transportation and Development to study and make recommendations on enhancing air service and the feasibility of offering incentives to the air service industry A RESOLUTION1 To urge and request the Department of Transportation and Development to study and make2 recommendations relative to enhancing air service options to all markets within the3 state, as well as exploring the feasibility and benefits of the state providing financial4 assistance or incentives to the air service industry and to report the findings of the5 study to the House Committee on Transportation, Highways and Public Works, the6 Senate Committee on Transportation, Highways and Public Works, and to the air7 carrier and general aviation airports within the state of Louisiana, no later than8 February 1, 2012.9 WHEREAS, Louisiana has air service access with six regional airports in addition10 to the New Orleans Louis Armstrong International Airport; and11 WHEREAS, a vital component to the success of tourism and economic development12 is the availability of safe, secure, and reliable air transportation as recognized in Louisiana's13 economic development blueprint, Louisiana: Vision 2020; and14 WHEREAS, air transportation connectivity to and from the rest of the nation is15 critical to the economic positioning of Louisiana communities within the national and global16 communities; and17 WHEREAS, increasing fuel costs and shrinking fleets have raised revenue levels that18 a given market must produce; and19 HLS 11RS-3648 ORIGINAL HR NO. 159 Page 2 of 2 WHEREAS, it is critical to the economic development of Louisiana that an air1 service incentive program be offered by Louisiana to recruit competitive air services and2 other air carrier airports to the state; and3 WHEREAS, the state of Louisiana and the Louis Armstrong International Airport4 would see a significant impact in both the increase in available air service, as well as the5 increase in the number of passengers able to access Louisiana through safe, secure, and6 reliable air transportation; and7 WHEREAS, it is vital to the continued revitalization of the state of Louisiana, as well8 as continued economic growth, that the Department of Transportation and Development9 study air service in the state of Louisiana and make recommendations to enhance air service10 for the benefit of the state's citizens and businesses.11 THEREFORE, BE IT RESOLVED that the Legislature of Louisiana does hereby12 urge and request the Department of Transportation and Development to study and make13 recommendations relative to enhancing air service options to all markets within the state, as14 well as exploring the feasibility and benefits of the state providing financial assistance or15 incentives to the air service industry and to report the findings of the study to the House16 Committee on Transportation, Highways and Public Works, the Senate Committee on17 Transportation, Highways and Public Works, and to the air carrier and general aviation18 airports within the state of Louisiana, no later than February 1, 2012.19 BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to the20 secretary of the Department of Transportation and Development and to the director of21 aviation for each general aviation airport within the state of Louisiana.22 DIGEST The digest printed below was prepared by House Legislative Services.
