HLS 11RS-3659 ORIGINAL Page 1 of 3 Regular Session, 2011 HOUSE RESOLUTION NO. 166 BY REPRESENTATIVE LEGER LEVEES/ORLEANS: Expresses concern about the employee reduction at the Orleans Levee District A RESOLUTION1 To urge and request that the Southeast Louisiana Flood Protection Authority-East and Non-2 Flood Protection Asset Management Authority to maintain current levels of3 employees so as to ensure proper protection of levees and assets and to continue to4 certify disadvantaged business enterprises.5 WHEREAS, the Southeast Louisiana Flood Protection Authority-East was created6 by Act 1 of the First Extraordinary Session of 2006 of the Louisiana Legislature and given7 governing authority of the Orleans Levee District for the purpose of flood protections; and8 WHEREAS, the Non-Flood Protection Asset Management Authority was created by9 Act 1014 of the 2010 of the Louisiana Legislature and given governing authority of the non-10 flood assets of the Orleans Levee District; and11 WHEREAS, the Non-Flood Protection Asset Management Authority and the12 Southeast Louisiana Flood Protection Authority-East shared responsibility for funding the13 Orleans Levee District Police Department; and14 WHEREAS, the Non-Flood Protection Asset Management Authority has no15 recurring revenue source and can no longer pay its share of funding for the Orleans Levee16 District Police Department; and17 WHEREAS, as a result of the Non-Flood Protection Asset Management Authority18 's inability to maintain funding its share, a number of police officers will be laid off; and19 HLS 11RS-3659 ORIGINAL HR NO. 166 Page 2 of 3 WHEREAS, recent flooding events on the upper Mississippi River have indicated1 that levee districts and flood protection authorities must be ever vigilant in their duties to2 maintain the integrity of our levees and flood protection systems; and3 WHEREAS, these potential lay offs will leave over one hundred miles of levees to4 be patrolled and protected by as few as fifteen officers; and5 WHEREAS, in comparison, the East Jefferson Levee District has approximately6 thirty miles of levees to be patrolled and protected by a force of approximately forty full7 time and reserve officers; and8 WHEREAS, in addition the Orleans Levee District is an entity which participates9 in the United States Department of Transportation's Unified Certification Program and is10 authorized to certify businesses as disadvantaged business enterprises; and11 WHEREAS, as such, the Orleans Levee Board may certify small businesses12 independently owned and controlled in both substance and form by one or more socially and13 economically disadvantaged persons to participate in the Louisiana Unified Certification14 Program Disadvantaged Business Enterprise Program on federally assisted transportation15 related contracts; and16 WHEREAS, the budget problems faced by the Non-Flood Protection Asset17 Management Authority have also put the Orleans Levee District's ability to continue to18 certify disadvantaged business enterprises at risk; and19 THEREFORE, BE IT RESOLVED that the House of Representatives of the20 Legislature of Louisiana does hereby urge and request Non-Flood Protection Asset21 Management Authority and the Southeast Louisiana Flood Protection Authority-East to22 further review their budgets in order to make adjustments to retain the current number of23 officers employed by the Orleans Levee District Police Department and to continue24 certifying disadvantaged business enterprises.25 BE IT FURTHER RESOLVED that a copy of this resolution be transmitted to the26 Southeast Louisiana Flood Protection Authority-Eas t, the Non-Flood Protection Asset27 Management Authority, the Orleans Levee District and the Orleans Levee District Police28 Department.29 HLS 11RS-3659 ORIGINAL HR NO. 166 Page 3 of 3 DIGEST The digest printed below was prepared by House Legislative Services.
