HOUSE RESOLUTION NO. 35
BY REPRESENTATIVES DANAHAY, GEYMANN, AND KLECKLEY
CONDOLENCES: Expresses condolences upon the death of Don E. Manuel of Moss Bluff
A RESOLUTION1
To express sincere and heartfelt condolences upon the death of Don E. Manuel of Moss2
Bluff.3
WHEREAS, it is with deep regret and profound sorrow that the members of the4
Louisiana House of Representatives have learned of the death of Don E. Manuel on Tuesday,5
April 12, 2011, at the age of seventy-nine; and6
WHEREAS, a native of Kinder and a resident of Moss Bluff, Mr. Manuel attended7
school in Kinder in his early years before moving to Lake Charles; he was a graduate of8
Marion High School and attended McNeese State University; and9
WHEREAS, Mr. Manuel served with valor in the United States Army, including two10
years of combat in the Korean War; he was an artillery gun sergeant and received five major11
battle stars and a presidential citation for his dedicated and courageous service to his12
country; and13
WHEREAS, for sixteen years, from 1984 until 1992 and then again from 2000 until14
2008, Mr. Manuel represented the Moss Bluff area with great effectiveness as a widely15
respected and admired member of the Calcasieu Parish Police Jury, serving for a time as16
president and vice president and lending his vast expertise to many statewide committees;17
and18
WHEREAS, in addition to his distinguished public service, Mr. Manuel was a retiree19

WHEREAS, an active member of his community, Mr. Manuel was involved with1
many organizations, and he served with distinction as president of the State Rodeo Boosters,2
senior vice president of Veterans of Foreign Wars (VFW) Post 9933, Americanism chairman3
of VFW District 5, and a member of the Moss Bluff Civic Club, the board of the Louisiana4
High School Rodeo Association, the Ward One Recreation Board, the Ward One Fire Board,5
and the board of the Calcasieu Council on Aging; and6
WHEREAS, Mr. Manuel touched the lives of countless young people through his7
participation with youth sports; he started Moss Bluff Buddy Ball thirteen years ago, and he8
also coached boys' baseball for eight years, girls' softball for four years, and football at Moss9
Bluff Elementary School; and10
WHEREAS, Mr. Manuel, who was nominated for the Angel Award for Community11
Service, was the deserving recipient of several honors and awards, including the Andrus12
Award for Community Service and Calcasieu Parish Service Award from the sheriff's office;13
and14
WHEREAS, Mr. Manuel is survived by his loving wife of sixty-one years, Dorothy;15
four children, Donna Cooley and her husband Grady, David "Boo" Manuel and his wife16
Bonita, Sandra Richard and her husband Charlie, and Rick Manuel and his wife Lynette; one17
brother, Jesse Manuel and his wife Carol; fourteen grandchildren; and thirteen great-18
grandchildren; and19
WHEREAS, with the death of Mr. Manuel, Louisiana has lost one of her finest sons,20
a deeply beloved individual who was known for his kind and generous spirit; and21
WHEREAS, although the death of Mr. Manuel has left a tremendous void in his22
community, his memory shall live forever in the minds and hearts of all who knew and loved23
him.24
THEREFORE, BE IT RESOLVED that the House of Representatives of the25
Legislature of Louisiana does hereby express sincere and heartfelt condolences upon the26
death of Don E. Manuel of Moss Bluff, does hereby record for posterity his singular27
contributions and outstanding achievements and his long and productive service on the28
Calcasieu Parish Police Jury, and does hereby express enduring appreciation for the pride29 HLS 11RS-1506	ORIGINAL

and honor that this fine citizen will forever bring to his family and friends, to Calcasieu1
Parish, to the state of Louisiana, and to the United States of America.2
BE IT FURTHER RESOLVED that a suitable copy of this Resolution be transmitted3
to the family of Don E. Manuel.4
