MUNICIPALITIES. Creates the position of Chief of Fire Support Staff in the Shreveport
Fire Department. (8/15/11)
AN ACT1
To enact R.S. 33:2589.1, relative to the city of Shreveport; to provide for the creation of the2
position of chief of fire support staff; to provide for the appointment, powers,3
qualifications, and responsibilities of such position; and to provide for related4
matters.5
Notice of intention to introduce this Act has been published.6
Be it enacted by the Legislature of Louisiana:7
Section 1.  R.S. 33:2589.1 is hereby enacted to read as follows: 8
ยง2589.1.  Shreveport chief of fire support staff; competitive appointment9
A.  Notwithstanding any other provision of law to the contrary, the10
governing authority in the city of Shreveport may create, by ordinance, the11
position of chief of fire support staff in accordance with the provisions of this12
Section. The position shall be filled on a competitive basis from a list of eligibles13
as provided for under R.S. 33:2491, and the right of selection, appointment,14
supervision, and discharge for such position shall be vested in the fire chief,15
subject to approval of the appointing authority. In addition, the governing16
authority shall establish the duties and responsibilities of the chief of fire17 SB NO. 167

support staff in the ordinance creating the position.  Such duties and1
responsibilities may include direct supervision over all support staff positions2
in the classified service below and including the rank of chief of training, chief3
of EMS, chief of communications, chief of fire prevention, and chief of4
maintenance as well as any other future support staff as assigned by the fire5
chief.6
B.(1) The chief of fire support staff shall have not less than ten years of7
full time fire service experience and shall at least hold the rank in the classified8
fire service of training officer, EMS officer, fire communications officer, fire9
prevention officer, emergency vehicle technician, chief of fire safety,10
administrative assistant to the fire chief, or aviation task force coordinator at11
the time of his appointment.12
(2) Any person who holds the position of chief of fire support staff may,13
while holding such position, apply for admission to the promotional14
examination for the class next higher than that from which he held at the time15
of his appointment.  However, the name and score of any chief of fire support16
staff shall not be certified to the appointing authority by the civil service board17
as eligible for appointment to a position of the promotional class. His name and18
score shall be eligible for certification, in accordance with the maximum period19
for which a name may remain on the eligibility list in accordance with the20
provisions of this Chapter, only upon demotion to a position of the class he held21
at the time of his appointment as chief of fire support staff.22
(3)  Eligibility for admission to the competitive test for chief of fire23
support staff shall be limited to members of the same department as the fire24
chief at the time of appointment.25
C.(1) Any person who is appointed from a position in the classified fire26
service to serve as chief of fire support staff shall not forfeit seniority27
accumulated to the date of the appointment, and shall continue to accumulate28
seniority in accordance with the provisions of this Chapter during the time he29 SB NO. 167

holds the position of chief of fire support staff.  The chief of fire support staff1
shall serve indefinitely in the classified competitive position and shall be2
evaluated every three years by the fire chief. After each evaluation by the fire3
chief, the chief may reconfirm the chief of fire support staff for another three4
year period, or may, at his discretion, demote the chief of fire support staff to5
his former class of positions.6
(2) If any such person is demoted as the result of such evaluation, or7
otherwise vacates the position on the approval of the fire chief, he shall be8
demoted to a position in the class he held immediately preceding his9
appointment as chief of fire support staff. If a chief of fire support staff is10
subjected to corrective or disciplinary action, he shall have the same rights as11
any other employee in the municipal fire and police civil service.12
