CHILDREN.  Provides relative to the membership of the Council on the Status of
Grandparents Raising Grandchildren. (gov sig)
AN ACT1
To enact R.S. 46:2911(B)(21), relative to the Council on the Status of Grandparents Raising2
Grandchildren; to provide for the membership of the council; and to provide for3
related matters.4
Be it enacted by the Legislature of Louisiana:5
Section 1.  R.S. 46:2911(B)(21) is hereby enacted to read as follows: 6

B. The council shall be composed of the following members:9

(21) One representative of the Grandparents Raising Grand Children11
Information Center of Louisiana.12

Section 2. This Act shall become effective upon signature by the governor or, if not14
signed by the governor, upon expiration of the time for bills to become law without signature15
by the governor, as provided by Article III, Section 18 of the Constitution of Louisiana. If16
vetoed by the governor and subsequently approved by the legislature, this Act shall become17 SB NO. 188

effective on the day following such approval.1

Present law establishes the Council on the Status of Grandparents Raising Grandchildren and
provide that the council membership include:
(1) Secretary of DCFS, or his designee.
(2) Secretary of DHH, or his designee.
(3) Superintendent of the DOE, or his designee.
(4) Executive director of the La. Workforce Commission, or his designee.
(5) Deputy secretary of the DPS&C, Youth Services, office of juvenile justice.
(6) A senator appointed by the Senate president.
(7) A member of the House of Representatives appointed by the House speaker.
(8) Executive director of the Governor's Office of Elderly Affairs, or his designee.
(9) Executive director of the Children's Cabinet, or his designee.
(10) Chairman of the Children's Cabinet Advisory Board, or his designee.
(11) One member representing and appointed by Agenda for Children.
(12) Director of the La. office of the Children's Defense Fund or his designee.
(13) A member representing and appointed by Prevent Child Abuse Louisiana.
(14) A member representing and appointed by the Louisiana Children's Trust Fund.
(15) A member representing and appointed by the La. Maternal and Child Health
Coalition.
(16) No fewer than three and no more than five citizens who have demonstrated a
commitment to the rearing of grandchildren by grandparents, to be nominated by the
secretary of DCFS, and approved by the council.
(17) A member representing and appointed by the National Association of Social
Workers.
(18) A member representing and appointed by the La. Court-Appointed Special Advocate
Association.
(19)A member representing and appointed by the La. Council of Juvenile and Family
Court Judges.

Proposed law increases council membership to include one representative of the
Grandparents Raising Grandchildren Information Center of Louisiana.
Effective upon signature of the governor or lapse of time for gubernatorial action.
