Prefiled pursuant to Article III, Section 2(A)(4)(b)(i) of the Constitution of Louisiana.
BESE. Provides relative to the election districts for the State Board of Elementary and
Secondary Education.
AN ACT1
To enact R.S. 17:2.1 and to repeal R.S. 17:2.2, relative to redistricting; to provide for2
election districts for the State Board of Elementary and Secondary Education; to3
provide for election of members; to provide for effectiveness; and to provide for4
related matters.5
Be it enacted by the Legislature of Louisiana:6
Section 1. R.S. 17:2.1 is hereby enacted to read as follows: 7
ยง2.1.
 Districts for election of members of the State Board of Elementary and

Secondary Education9
Louisiana shall be divided into eight districts for the election of eight of10
the members of the State Board of Elementary and Secondary
 Education. One

member shall be elected from each of the following districts:12

Section
 2. (A) The precincts referenced in this Act are those precincts identified as9
Voting Districts (VTDs) in the 2010
 Census Redistricting TIGER/Line Shapefiles for the10
State of Louisiana.11
(B) When a precinct referenced in this Act has been subdivided by action of the12
parish governing authority on a nongeographic basis or subdivided by action of the parish13
governing authority on
 a geographic basis in accordance with the provisions of R.S.18:532.1,14
the enumeration in this Act of the general precinct designation shall include all15
nongeographic and all geographic subdivisions thereof, however such subdivisions may be16
designated. The territorial limits of the districts as provided in this Act shall continue in17
effect without change regardless of any changes made to the precincts by the parish18
governing authority.19
Section 3.  R.S. 17:2.2 is hereby repealed in its entirety.20
Section
 4.(A) Section 1 of this Act shall become effective solely for the purposes of21
qualifying and election of members of the State Board of Elementary and Secondary22
Education at the regularly scheduled elections in 2011,
 upon signature of this Act by the23
governor or, if not signed by the governor, upon
 expiration of the time for bills to become24
law without signature by the governor, as provided in Article III, Section 18 of the25
Constitution of Louisiana. If this Act is vetoed by the governor and subsequently approved26
by the legislature, Section 1 of this Act shall become effective for such purposes on
 the day27
following such approval. The provisions of Section 1 of this Act shall be effective for all28
other purposes at noon on January 9, 2012.29 SB NO. 200

(B)  Section 3 of this Act shall become effective at noon on January 9, 2012.1
(C) The provisions of this Section and Section 2 of this Act shall become effective2
upon
 signature of this Act by the governor or, if not signed by the governor, upon expiration3
of the time for bills to become law without signature by the governor, as provided in Article4
III, Section
 18 of the Constitution of Louisiana.  If this Act is vetoed by the governor and5
subsequently approved by the legislature, the provisions of this Section
 and Section 2 of this6
Act shall become effective on the day following such approval.7

DIGEST
Present constitution
 provides that BESE is composed of 11 members, eight elected from
single-member districts and three appointed by the governor from the state at large.
Present law divides the state into eight districts for election of BESE members.
Proposed law redraws district boundaries for the eight BESE districts.  Provides that for
