Creates the Northshore Technical Community College. (gov sig) AN ACT1 To amend and reenact R.S. 17:3217.1(A) and to enact R.S. 17:3230, relative to2 postsecondary education; to provide for the creation of the Northshore Technical3 Community College; to provide with respect to the management, supervision, and4 operation of the institution; to provide with respect to program offerings; to provide5 for the awarding of certificates, diplomas, and degrees; to provide for the duties and6 responsibilities of the Board of Regents and the Board of Supervisors of Community7 and Technical Colleges; to provide relative to accreditation; to provide reporting8 requirements; and to provide for related matters.9 Be it enacted by the Legislature of Louisiana:10 Section 1. R.S. 17:3217.1(A) is hereby amended and reenacted and R.S. 17:3230 is11 hereby enacted to read as follows: 12 §3217.1. Louisiana Community and Technical Colleges system13 A. (2) Bossier Parish Community College in Bossier Parish.1 (3) Delgado Community College.2 (4) Elaine P. Nunez Community College.3 (5) L.E. Fletcher Technical Community College.4 (6) Louisiana Delta Community College.5 (7) Northshore Technical Community College.6 (7)(8) River Parishes Community College.7 (8)(9) South Louisiana Community College.8 (9)(10) Sowela Technical Community College.9 (10)(11) All public postsecondary technical colleges which provide10 vocational-technical education.11 (11)(12) Any other community college, technical college, or other institution12 or program now or hereafter under the supervision and management of the Board of13 Supervisors of Community and Technical Colleges.14 * * *15 §3230. Northshore Technical Community College; creation, management, and16 operation17 A. (1) Pursuant to the authority granted the legislature by Article VIII,18 Section 5(D)(3) of the Constitution of Louisiana to create a new institution by19 law enacted by two-thirds of the elected members of each house, the Northshore20 Technical Community College is hereby created and established as a multi-21 campus, public institution of postsecondary education. The institution and its22 programs shall be under the supervision and management of the Board of23 Supervisors of Community and Technical Colleges, subject to the appropriate24 approval of and oversight by the Board of Regents.25 (2) The institution shall provide a comprehensive educational program26 to meet the needs of the students and communities within its primary service27 delivery area. The Northshore Technical Community College may grant certificates,3 diplomas, associate degrees, and associate transfer degrees as authorized by the4 Board of Supervisors of Community and Technical Colleges and the5 appropriate regional accrediting body as recognized by the United States6 Department of Education.7 C. The Northshore Technical Community College shall provide8 educational programs and services through the Florida Parishes Campus, the9 Hammond Area Campus, and the Sullivan Campus of the Louisiana Technical10 College, and any other postsecondary campus or institution which may become11 a part of the Northshore Technical Community College or its primary service12 delivery area.13 D. The Board of Supervisors of Community and Technical Colleges and14 the Board of Regents shall work closely with the Northshore Technical15 Community College and the appropriate accrediting body to ensure that the16 institution and all program offerings are fully accredited.17 E. The Board of Supervisors of Community and Technical Colleges shall18 submit a written report to the Senate Committee on Education and the House19 Committee on Education relative to the status of the Northshore Technical20 Community College, not later than January 1, 2012.21 Section 2. This Act shall become effective upon signature by the governor or, if not22 signed by the governor, upon expiration of the time for bills to become law without signature23 by the governor, as provided by Article III, Section 18 of the Constitution of Louisiana. DIGEST Proposed law creates the Northshore Technical Community College as a multi-campus, public institution of postsecondary education under the supervision and management of the Board of Supervisors of Community and Technical Colleges, subject to the appropriate approval of and oversight by the Board of Regents.
