AN ACT1 To amend and reenact R.S. 17:3217.1(A) and to enact R.S. 17:3230, relative to2 postsecondary education; to provide for the creation of the Northshore Technical3 Community College; to provide with respect to the management, supervision, and4 operation of the institution; to provide with respect to program offerings; to provide5 for the awarding of certificates, diplomas, and degrees; to provide for the duties and6 responsibilities of the Board of Regents and the Board of Supervisors of Community7 and Technical Colleges; to provide relative to accreditation; to provide reporting8 requirements; and to provide for related matters.9 Be it enacted by the Legislature of Louisiana:10 Section 1. R.S. 17:3217.1(A) is hereby amended and reenacted and R.S. 17:3230 is11 hereby enacted to read as follows: 12 §3217.1. Louisiana Community and Technical Colleges system13 A. The Louisiana Community and Technical College System is composed of14 the institutions under the supervision and management of the Board of Supervisors15 of Community and Technical Colleges as follows:16 (1) Baton Rouge Community College.17 (2) Bossier Parish Community College in Bossier Parish.18 (3) Delgado Community College.19 (4) Elaine P. Nunez Community College.20 (5) L.E. (8) River Parishes Community College.1 (8)(9) South Louisiana Community College.2 (9)(10) Sowela Technical Community College.3 (10)(11) All public postsecondary technical colleges which provide4 vocational-technical education.5 (11)(12) Any other community college, technical college, or other institution6 or program now or hereafter under the supervision and management of the Board of7 Supervisors of Community and Technical Colleges.8 * * *9 §3230. Northshore Technical Community College; creation, management, and10 operation11 A. (1) Pursuant to the authority granted the legislature by Article VIII,12 Section 5(D)(3) of the Constitution of Louisiana to create a new institution by13 law enacted by two-thirds of the elected members of each house, the Northshore14 Technical Community College is hereby created and established as a multi-15 campus, public institution of postsecondary education. The institution and its16 programs shall be under the supervision and management of the Board of17 Supervisors of Community and Technical Colleges, subject to the appropriate18 approval of and oversight by the Board of Regents.19 (2) The institution shall provide a comprehensive educational program20 to meet the needs of the students and communities within its primary service21 delivery area. Such program may include career and technical education and22 training, workforce development training, adult basic education, continuing23 education, general education, associate degree programs, college transfer degree24 programs, and other educational programs and opportunities.25 B. The Northshore Technical Community College may grant certificates,26 diplomas, associate degrees, and associate transfer degrees as authorized by the27 Board of Supervisors of Community and Technical Colleges and the28 appropriate regional accrediting body as recognized by the United States29 Department of Education.30 SB NO. 69 ENROLLED Page 3 of 3 Coding: Words which are struck through are deletions from existing law; words in boldface type and underscored are additions. C. The Northshore Technical Community College shall provide1 educational programs and services through the Florida Parishes Campus, the2 Hammond Area Campus, and the Sullivan Campus of the Louisiana Technical3 College, and any other postsecondary campus or institution which may become4 a part of the Northshore Technical Community College or its primary service5 delivery area.6 D. The Board of Supervisors of Community and Technical Colleges and7 the Board of Regents shall work closely with the Northshore Technical8 Community College and the appropriate accrediting body to ensure that the9 institution and all program offerings are fully accredited.10 E. The Board of Supervisors of Community and Technical Colleges shall11 submit a written report to the Senate Committee on Education and the House12 Committee on Education relative to the status of the Northshore Technical13 Community College, not later than January 1, 2012.14 Section 2. This Act shall become effective upon signature by the governor or, if not15 signed by the governor, upon expiration of the time for bills to become law without signature16 by the governor, as provided by Article III, Section 18 of the Constitution of Louisiana.
