AN ACT1
To enact R.S. 40:456.1, relative to the Housing Authority of New Orleans; to provide for the2
appointment, duties, and powers of its peace officers; and to provide for related3
matters.4
Notice of intention to introduce this Act has been published.5
Be it enacted by the Legislature of Louisiana:6
Section 1.  R.S. 40:456.1 is hereby enacted to read as follows: 7
ยง456.1.  The Housing Authority of New Orleans; peace officers; appointment,8
duties, and powers9
A. The Housing Authority of New Orleans, referred to hereafter as10
HANO, may appoint and commission peace officers who shall enforce laws,11
rules, and regulations to secure the protection of persons, properties, or12
interests relating to HANO.13
B. HANO's peace officers may carry weapons, concealed or exposed14
while in the performance of their duties, and shall take such action as is15
authorized by law, rule, or regulation to protect persons, properties, or interests16
relating to HANO.  Such peace officers shall exercise regular police powers of17
the state granted to law enforcement officers, including but not limited to,18
enforcement of municipal laws, issuance of municipal summons and citations19
and with respect to criminal and other offenses affecting the protection of20
persons, properties, or interests relating to HANO or affecting the performance21
of their duties.22
C. HANO's peace officers shall be P.O.S.T. certified in accordance to the23
Peace Officers Standard and Training Law. 24

D.  HANO's peace officers shall prevent and detect crime, apprehend1
criminals, enforce the criminal and traffic laws of the state, keep the peace and2
good order in the state by the enforcement of the state's police powers, and3
perform any other related duties imposed upon them by the legislature.4
Section 2. This Act shall become effective upon signature by the governor or, if not5
signed by the governor, upon expiration of the time for bills to become law without signature6
by the governor, as provided by Article III, Section 18 of the Constitution of Louisiana. If7
vetoed by the governor and subsequently approved by the legislature, this Act shall become8
effective on the day following such approval.9
