Commends Charles R. "Charlie" St. Romain for his years of dedicated service to the state of Louisiana and its citizens. A CONCURRENT RESOLUTI ON1 To commend Charles R. "Charlie" St. Romain for his twenty- eight years of distinguished2 service to the state of Louisiana and to congratulate him on the occasion of his3 retirement.4 WHEREAS, it is with great pride that the Legislature of Louisiana honors5 Charlie St. Romain for the wealth of knowledge that he has shared with this body; and6 WHEREAS, Charlie St. Romain has proved himself to be an exemplary public7 servant with an outstanding record of service to the state in all manner of practice pertaining8 to civil engineering, land and hydrographic surveying, and as a steward of the state's land9 holdings; and10 WHEREAS, Charlie St. Romain is highly respected among his peers and admired11 for his professionalism and leadership skills and for his steadfast adherence to the most12 stringent standards and valued principles of land management; and13 WHEREAS, a native of Pointe Coupee, Charlie St. Romain began his career as a14 surveyor in 1972 after graduation from Louisiana State University with a Bachelor of15 Science degree in civil engineering; and16 WHEREAS, while completing his military service as an officer in the United States17 Air Force, he earned a Master's degree in business administration and management from18 SCR NO. 100 SLS 11RS-2773 ORIGINAL Page 2 of 3 Hardin-Simmons University; and1 WHEREAS, Charlie St. Romain began his employment with the state in 1975 as a2 computer systems analyst and a specifications engineer at the Department of Transportation3 and Development with emphasis in the fields of material testing and structural surveying;4 and5 WHEREAS, he was then employed in the private sector for a time before returning6 to state service in 1985 at the Louisiana State Land Office where he served as its chief7 engineer in land management and river and land surveying operations, and in 1995, was8 promoted to the position of director; and9 WHEREAS, he had also worked for a brief time in the mineral leasing section of the10 Department of Natural Resources; and11 WHEREAS, Charlie has been the "go-to-guy" to interpret how legislation may affect12 mineral leasing, oil and gas production, management of state lands and waterbottoms, and13 environmental issues, and his expertise has been especially helpful on both sides of the aisle14 to the House Committee on Natural Resources and Environment and the Senate Committee15 on Natural Resources; and16 WHEREAS, Charlie St. Romain possesses an abundance of information and17 experience with land management in Louisiana; he remains a resource unparalleled by18 anyone in the state in his field; and he exemplifies the finest qualities of an accomplished19 public servant; and20 WHEREAS, as Charlie prepares to return to the private sector, he looks forward to21 more time to spend with his wife of thirty-nine years, Carol, and with his children and22 grandchildren, to return to his own surveying business, and perhaps to seek out some23 recreational fishing opportunities.24 THEREFORE, BE IT RESOLVED that the Legislature of Louisiana does hereby25 commend Charles Ray "Charlie" St. Romain for his many years of public service to the state26 of Louisiana, in particular his outstanding contributions to the state land office.27 BE IT FURTHER RESOLVED that the Legislature of Louisiana does hereby28 recognize his outstanding accomplishments and professionalism and does hereby express29 heartfelt appreciation for his wealth of knowledge and unwavering dedication, and does30 SCR NO. 100 SLS 11RS-2773 ORIGINAL Page 3 of 3 hereby extend congratulations and best wishes for continued success and happiness in his1 future endeavors.2 BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to3 Charlie St. Romain.4 The original instrument and the following digest, which constitutes no part of the legislative instrument, were prepared by Suzi Montague.
