Page 1 of 2 Regular Session, 2011 ENROLLED SENATE CONCURRENT RESOLUTI ON NO. 100 BY SENATOR MCPHERSON AND REPRESENTATI VE ST. GERMAIN AND SENATOR AMEDEE A CONCURRENT RESOLUTI ON To commend Charles R. "Charlie" St. Romain for his twenty-eight years of distinguished service to the state of Louisiana and to congratulate him on the occasion of his retirement. WHEREAS, it is with great pride that the Legislature of Louisiana honors Charlie St. Romain for the wealth of knowledge that he has shared with this body; and WHEREAS, Charlie St. Romain has proved himself to be an exemplary public servant with an outstanding record of service to the state in all manner of practice pertaining to civil engineering, land and hydrographic surveying, and as a steward of the state's land holdings; and WHEREAS, Charlie St. Romain is highly respected among his peers and admired for his professionalism and leadership skills and for his steadfast adherence to the most stringent standards and valued principles of land management; and WHEREAS, a native of Pointe Coupee, Charlie St. Romain began his career as a surveyor in 1972 after graduation from Louisiana State University with a Bachelor of Science degree in civil engineering; and WHEREAS, while completing his military service as an officer in the United States Air Force, he earned a Master's degree in business administration and management from Hardin-Simmons University; and WHEREAS, Charlie St. Romain began his employment with the state in 1975 as a computer systems analyst and a specifications engineer at the Department of Transportation and Development with emphasis in the fields of material testing and structural surveying; and WHEREAS, he was then employed in the private sector for a time before returning to state service in 1985 at the Louisiana State Land Office where he served as its chief engineer in land management and river and land surveying operations, and in 1995, was promoted to the position of director; and SCR NO. 100 ENROLLED Page 2 of 2 WHEREAS, he had also worked for a brief time in the mineral leasing section of the Department of Natural Resources; and WHEREAS, Charlie has been the "go-to-guy" to interpret how legislation may affect mineral leasing, oil and gas production, management of state lands and waterbottoms, and environmental issues, and his expertise has been especially helpful on both sides of the aisle to the House Committee on Natural Resources and Environment and the Senate Committee on Natural Resources; and WHEREAS, Charlie St. Romain possesses an abundance of information and experience with land management in Louisiana; he remains a resource unparalleled by anyone in the state in his field; and he exemplifies the finest qualities of an accomplished public servant; and WHEREAS, as Charlie prepares to return to the private sector, he looks forward to more time to spend with his wife of thirty-nine years, Carol, and with his children and grandchildren, to return to his own surveying business, and perhaps to seek out some recreational fishing opportunities. THEREFORE, BE IT RESOLVED that the Legislature of Louisiana does hereby commend Charles Ray "Charlie" St. Romain for his many years of public service to the state of Louisiana, in particular his outstanding contributions to the state land office. BE IT FURTHER RESOLVED that the Legislature of Louisiana does hereby recognize his outstanding accomplishments and professionalism and does hereby express heartfelt appreciation for his wealth of knowledge and unwavering dedication, and does hereby extend congratulations and best wishes for continued success and happiness in his future endeavors.
