Commends the President of the United States, the Central Intelligence Agency, the United States military, and the Congress for the steps taken in the mission culminating in the death of Osama Bin Laden. A CONCURRENT RESOLUTI ON1 To commend President Barack Obama, the Central Intelligence Agency, the United States2 military and Congress for the quick decisive steps taken in the mission culminating3 in the death of terrorist Osama Bin Laden.4 WHEREAS, Osama Bin Laden was the leader of the al-Qaida terrorist group and was5 the mastermind behind the infamous 2001 attack on the World Trade Center in New York6 City and the Pentagon in Washington D.C.; and7 WHEREAS, the search for the terrorist leader continued for more than nine years as8 he successfully eluded capture on several occasions and stayed on the move in the rugged9 area of the Afghanistan-Pakistan border; and10 WHEREAS, new leads and intelligence on Bin Laden began to emerge several years11 ago, including the identity of a courier he trusted without question and who had frequent12 contact with the al-Qaida leader; and13 WHEREAS, President Barack Obama, relying on information from multiple sources,14 became convinced that Bin Laden was hiding in a compound in Northwestern Pakistan and15 began to pursue an aggressive course of action that would ultimately bring the world's most16 wanted fugitive to justice; and17 WHEREAS, the president then held a series of meetings of the National Security18 SCR NO. 17 SLS 11RS-587 ORIGINAL Page 2 of 3 Council and formulated a plan that would involve operatives from the Central Intelligence1 Agency and members of the United States Navy SEAL TEAM 6 conducting a dangerous,2 night-time helicopter raid on the custom built compound in the suburbs of Abbottabad,3 Pakistan; and4 WHEREAS, President Obama gave the final directive to begin the top secret mission5 on Friday, April 29, before flying to inspect tornado destruction in Alabama, telling no one6 outside a small circle within the United States government, and the elite, black operatives7 who would participate in the raid; and8 WHEREAS, in the predawn darkness of Sunday, May 1, 2011, CIA paramilitary9 forces and two dozen members of the legendary Naval Special Warfare Development Group,10 unofficially known as ST-6, a tier-one class, counter-terrorist team comprised of the best of11 the best of the best SEAL members, began their assault on Bin Laden's hideout, starting a12 fierce firefight that ended the terrorist's life; and13 WHEREAS, the United States Congress has vigorously supported and funded the14 hunt for Osama Bin Laden during the more than nine years of searching by the CIA and the15 various military entities fighting the nation's Global War On Terrorism; and16 WHEREAS, SEAL TEAM 6 has played vital roles in hunting down terrorist forces17 in Afghanistan, Somalia, the former Yugoslavia and Iraq, employing highly classified18 operations and using top secret tactics to accomplish their missions.19 THEREFORE, BE IT RESOLVED that the Legislature of Louisiana does hereby20 extend its highest commendations and congratulations to President Barack Obama, the21 United States Congress, the Central Intelligence Agency, and the Naval Special Warfare22 Development Group, ST-6, for all their tireless efforts in bringing the world's most wanted23 terrorist to justice.24 BE IT FURTHER RESOLVED that copies of this Resolution be transmitted to25 President Barack Obama, both houses of the United States Congress, the Central Intelligence26 Agency and to the Department of the Navy Special Warfare Development Group.27 SCR NO. 17 SLS 11RS-587 ORIGINAL Page 3 of 3 The original instrument and the following digest, which constitutes no part of the legislative instrument, were prepared by Heyward Jeffers.
