SENATE CONCURRENT RESOLUTI ON NO. 24

LEGIS POWERS/FUNCTIONS.  Expresses legislative support as host state for the NOBEL-
Women Annual Legislative Conference being held in Baton Rouge on June 23-26, 2011.
A CONCURRENT RESOLUTI ON1
To express the support of the Legislature of Louisiana as the host state for the 2011 Annual2
Legislative Conference of the National Organization of Black Elected Legislative3
Women (NOBEL-Women) being held in Baton Rouge on June 23-26, 2011.4
WHEREAS, NOBEL-Women is a non-profit, non-partisan organization primarily5
composed of current and former black women legislators; and 6
WHEREAS, originally established in 1985 as a national organization to increase and7
promote the presence of black women in government, NOBEL-Women in recent years has8
expanded its vision to serve as a global voice to address a myriad of issues affecting the lives9
of all women; and 10
WHEREAS, throughout its history, NOBEL-Women has inspired women to take an11
active role in the making of public policy and have served as a catalyst to provide economic12
and social justice for all classes and races of people; and13
WHEREAS, NOBEL-Women has worked actively to achieve its goals to increase14
the representation of black women in public service and the private sector by providing15
educational forums to address major public policy issues particularly in the areas of health,16
telecommunications, education, economic development and financial policies; and17
 WHEREAS, as a viable voice for black women, NOBEL-Women acts to18 SCR NO. 24

communicate the needs of black women to the media, legislature, and government to affect1
change and supports opportunities that promote career, education and employment2
advancements for black women; and3
WHEREAS, although NOBEL-Women is primarily concerned with issues facing the4
black community, the organization examines the human and economic needs of all people5
and works to ensure the enforcement of responsible programs and policies that meet the6
legal, social, political, economic, education, and health needs of children, women and7
families by keeping governmental agencies accountable for implementing equitable laws and8
regulations that prohibit discrimination against women and promote equity and participation9
in the public and private sector; and10
WHEREAS, the theme of the 2011 Annual Legislative Conference is "Architects of11
Innovation: Creating a Blueprint for Legislative Success", which speaks to the opportunity12
that legislators have in meeting the current challenges in state government; and13
WHEREAS, the city of Baton Rouge provides a unique and colorful venue for14
attendees to the Annual Legislative Conference, including Louisiana State University,15
Southern University, State Capitol and Capitol Complex, Old State Capitol, Old Governor's16
Mansion, USS Kidd and Veteran's Memorial, Louisiana Art & Science Museum, Shaw17
Center for the Arts, LSU Rural Life Museum, downtown farmer's market, Louisiana State18
Museum, restaurants and cafes, plantation tours, leisure time on the Mississippi River levee,19
and numerous other venues; and20
WHEREAS, the legislature applauds those members who have been successful in21
having Louisiana being selected as the host state for the 2011 Annual Legislative Conference22
and commits to providing such support as necessary to fulfill its role and responsibilities in23
hosting the conference.24
THEREFORE, BE IT RESOLVED that the Legislature of Louisiana hereby25
acknowledges that Louisiana is the host state for the 2011 NOBEL-Women Annual26
Legislative Conference and as the host state, the Louisiana Legislature hereby expresses full27
support for and commitment to the conference to be held in Baton Rouge on June 23-26,28
