SENATE CONCURRENT RESOLUTI ON NO. 27
BY SENATOR MURRAY 
COMMENDATIONS.  Commends the elevation of William Raymond Manning into the
College of Fellows of the American Institution of Architects.
A CONCURRENT RESOLUTI ON1
To commend the elevation of William Raymond Manning into the College of Fellows of the2
American Institution of Architects.3
WHEREAS, William Raymond Manning has been a great leader of innovation,4
planning, and design in the City of New Orleans over the last twenty-five years, and has5
been instrumental in the rebuilding of the city after the hurricanes of 2005; and6
WHEREAS, because of his vision and dedication to his craft and community,7
William Manning is being elevated this year in the College of Fellows of the American8
Institution of Architects; and9
WHEREAS, he received a Bachelor of Architecture from Southern University, a10
Master of Architecture from the University of Michigan Taubman College of Architecture11
and Planning, where he devoted his thesis to his involvement in planning Detroit12
neighborhoods, which at the time were already feeling the effects of that city's economic13
decline, and then went on to continue his education in Design and Management at Harvard14
University and at Dartmouth College; and15
WHEREAS, after completing his education, he returned to New Orleans and16
established Manning Architects, which quickly earned a regional and national reputation in17
architecture, interior design, and urban design and planning; and18 SCR NO. 27

WHEREAS, after hurricanes Katrina and Rita, Mr. Manning's work focused on the1
development, planning, and urban design of New Orleans, including being instrumental in2
the Bring New Orleans Back Neighborhood Recovery Planning process, which led to the3
funding and organizational structure of the Unified New Orleans Plan, the city's official4
recovery blueprint, and numerous other efforts to reinvigorate and restore the city; and5
WHEREAS, the civic and design leadership which he has demonstrated has made6
him a sought-after speaker, contributor, and lecturer at national and international conferences7
and events on issues related to urban design, neighborhood development, community8
outreach, sustainability, urban water management, and disaster and recovery planning; and9
WHEREAS, some of his most significant roles include the New Orleans Business10
Council, the New Orleans Board of Liquidation and the New Orleans Sewage and Water11
Board, and he is currently President-elect of the New Orleans Chapter of the American12
Institute of Architects; and13
WHEREAS, because of his creative leadership, the American Institute of Architects14
sees fit to elevate William Manning into the College of Fellows, an honor bestowed to15
architects who have made a significant contribution to architecture and society and who have16
achieved a standard of excellence in the profession and their significant contributions to17
architecture and society on a national level.18
THEREFORE, BE IT RESOLVED that the Legislature of Louisiana does hereby19
commend the elevation of William Raymond Manning into the College of Fellows of the20
American Institution of Architects, and does hereby extend its gratitude for his dedication21
and creative leadership in the design and development of New Orleans before and after22
Hurricane Katrina.23
BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to24
William Raymond Manning.25
