COMMENDATIONS. Commends Joshua Phillips and Emma Norton on winning the 2010-
2011 Louisiana High School Speech League Tournament of Champions in the Policy Debate
category.
A CONCURRENT RESOLUTI ON1
To commend Joshua Phillips and Emma Norton on winning the 2010-2011 Louisiana High2
School Speech League Tournament of Champions in the Policy Debate category.3
WHEREAS, the Louisiana High School Speech League promotes and provides4
speech and debate education in secondary schools across Louisiana; and5
WHEREAS, the league sanctions speech and debate tournaments throughout the6
school year; and7
WHEREAS, it also conducts a State Tournament of Champions each year, hosting8
students from member schools who qualify by placing in the top three or four at a sanctioned9
tournament; and10
WHEREAS, Joshua Phillips and Emma Norton are seniors at Ruston High School11
in Lincoln Parish; and12
WHEREAS, they took the top ranking in the Policy Debate category of the state13
tournament and finished the season with an impressive thirty-three wins and one loss; and14
WHEREAS, Josh and Emma will attend the national competition in June; and15
WHEREAS, their first place finish in the state tournament merits a sincere and16
heartfelt measure of commendation for the tremendous honor and pride they bring to their17
families, friends, community, Ruston High School, Lincoln Parish, and the state of18 SCR NO. 30

THEREFORE, BE IT RESOLVED that the Legislature of Louisiana does hereby2
commend and congratulate Joshua Phillips and Emma Norton on winning the 2010-20113
Louisiana High School Speech League Tournament of Champions in the Policy Debate4
category.5
BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to6
Joshua Phillips and Emma Norton.7
