Page 1 of 2 Regular Session, 2011 ENROLLED SENATE CONCURRENT RESOLUTI ON NO. 4 BY SENATOR NEVERS A CONCURRENT RESOLUTI ON To urge and request the State Board of Elementary and Secondary Education to revise Section 2509 of Bulletin 119 - Louisiana School Transportation Specifications and Procedures - to establish uniform requirements relative to the purchase of used school buses for all school bus owners/operators. WHEREAS, Section 2509 of Bulletin 119 establishes different requirements for tenured and non-tenured school bus owners/operators for the purchase of used school buses; and WHEREAS, currently, a tenured school bus owner/operator may buy a bus that is ten or less model years old, but a non-tenured owner/operator may only purchase a bus that is five or less model years old; and WHEREAS, prior to recent revisions of Bulletin 119, this inequity between the requirements for tenured and non-tenured school bus owners/operators did not exist and there is no documented need for this disparity; and WHEREAS, the current shortage of high quality, late-model used school buses puts non-tenured school bus owners/operators at an even greater disadvantage; and WHEREAS, the safety of our children should be the primary criteria governing the purchase of school buses and the same standards should apply to all, regardless of employment status. THEREFORE, BE IT RESOLVED that the Legislature of Louisiana does hereby urge and request the State Board of Elementary and Secondary Education to revise Section 2509 of Bulletin 119 - Louisiana School Transportation Specifications and Procedures - to establish uniform requirements relative to the purchase of used school buses for all school bus owners/operators.
