Requests the Department of Health and Hospitals to study possible methods which would increase the provision of graduate medical education in central Louisiana by designating certain hospitals which enter into public/private partnerships with Huey P. Long Medical Center as major teaching hospitals for purposes of Medicaid reimbursement. A CONCURRENT RESOLUTI ON1 To urge and request the Department of Health and Hospitals to study possible methods2 which would increase the provision of graduate medical education in central3 Louisiana by designating certain hospitals which enter into public/private4 partnerships with Huey P. Long Medical Center as major teaching hospitals for5 purposes of Medicaid reimbursement.6 WHEREAS, the state of Louisiana and in particular parishes in central Louisiana are7 consistently defined as health professional shortage areas; and8 WHEREAS, increasing the provision of graduate medical education will lead to an9 increase in the number of primary care and other health care providers in the state; and10 WHEREAS, in order to remove this designation, it is imperative that the state11 explore and utilize every opportunity to maximize the provision of graduate medical12 education; and13 WHEREAS, one possibility to achieve this goal is to designate certain hospitals14 which enter into public/private partnerships with Huey P. Long Medical Center as major15 teaching hospitals for purposes of Medicaid reimbursement; and16 WHEREAS, such partnerships and the designation as major teaching hospital, would17 result in an increase in primary and specialty care for Louisiana citizens, and the potential18 SCR NO. 67 SLS 11RS-1826 ORIGINAL Page 2 of 2 for increased utilization in graduate medical education slots; and1 WHEREAS, it is in the best interest of the state that the Department of Health and2 Hospitals study possible methods which would increase the provision of graduate medical3 education in central Louisiana.4 THEREFORE, BE IT RESOLVED that the Legislature of Louisiana does hereby5 urge and request the Department of Health and Hospitals to study possible methods which6 would increase the provision of graduate medical education in central Louisiana by7 designating certain hospitals which enter into public/private partnerships with Huey P. Long8 Medical Center as major teaching hospitals for purposes of Medicaid reimbursement.9 BE IT FURTHER RESOLVED that the Department of Health and Hospitals shall10 submit a written report of its findings and conclusions to the Senate Committee on Health11 and Welfare and the House Committee on Health and Welfare no later than February 1,12 2012.13 BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to the14 secretary of the Department of Health and Hospitals.15 The original instrument and the following digest, which constitutes no part of the legislative instrument, were prepared by Greg Waddell.
