Commends Dr. John E. Lemoine for his work with healthcare and physician liability. A CONCURRENT RESOLUTI ON1 To commend Dr. John E. Lemoine for his work with healthcare and physician liability.2 WHEREAS, the men and women who attend to the sick and those in need of3 healthcare are to be held in the highest esteem for their dedication and charity toward their4 fellow citizens; and5 WHEREAS, John E. Lemoine was born in Cottonport, Louisiana, and received a6 Bachelor of Science degree from Springhill College in Mobile, Alabama, and a medical7 degree from the Louisiana State University School of Medicine; and8 WHEREAS, Dr. Lemoine served as a resident physician during the Vietnam War,9 as a captain in the United States Army Medical Corps, served at Fort Polk Army installation10 in Vernon Parish and Fort Sam Houston Army installation in San Antonio, Texas, and in11 1970, Captain Lemoine was assigned as the post surgeon at Pine Bluff Arsenal Army12 installation in Jefferson County, Arkansas, where he received the Army Commendation13 Medal for his exemplary leadership and was promoted to Major, serving until his honorable14 discharge; and15 WHEREAS, he moved to Bunkie, Louisiana, in Avoyelles Parish and conducted a16 family medical practice which lasted more than thirty years; and17 WHEREAS, Dr. Lemoine is a member of the National Association of Corporate18 SCR NO. 83 SLS 11RS-2577 ORIGINAL Page 2 of 3 Directors and the Louisiana Association of Business and Industry, serving on both the Civil1 Justice Reform Council and the Health Care Task Force, and has been a member of the2 Louisiana State Medical Society, the Avoyelles Parish Medical Society, the American3 Medical Association, and the American College of Physician Executives; and4 WHEREAS, in addition to his medical practice and membership in professional5 organizations, Dr. Lemoine joined the Louisiana Medical Mutual Insurance Company6 shortly after its founding in 1981; and7 WHEREAS, during his tenure at the Louisiana Medical Mutual Insurance Company,8 he served as chairman of the board for sixteen years, president and CEO, and as of January9 1, 2011, he stepped down as Chairman, but he remains an active member of LAMMICO's10 board of directors and continues to tirelessly advocate positive changes in the state's Medical11 Malpractice Act by working closely with state legislators and officials in the healthcare12 industry; and13 WHEREAS, as a physician and healthcare insurance official, Dr. Lemoine has been14 instrumental in changes to several state laws to improve the medical malpractice15 environment in the state, such as changing the Medical Review Panel process by requiring16 plaintiffs to file fees, mandating that patients make specific allegations in claims, and17 modifying the "loser pay system", and he is also responsible for the "I'm Sorry" law which18 encourages physicians and patient communication; and19 WHEREAS, because of his efforts, the Louisiana Medical Mutual Insurance20 Company has experienced a significant decrease in claim frequency, resulting, for the first21 time since 1991, in decreased rates for the years 2005, 2007, and 2009, and for the first time22 in its history, the Louisiana Medical Mutual Insurance Company has declared dividends to23 be paid to its policyholders for four consecutive years; and24 WHEREAS, because of his dedication to the many patients he serves, as well as his25 physician colleagues, Dr. Lemoine has been instrumental in making sure that the citizens of26 Louisiana are better able to receive quality medical care.27 THEREFORE, BE IT RESOLVED that the Legislature of Louisiana does hereby28 commend Dr. John E. Lemoine for his dedication in serving the healthcare needs of his29 many patients, and as a tireless advocate for just and fair physician liability laws in the state.30 SCR NO. 83 SLS 11RS-2577 ORIGINAL Page 3 of 3 BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to Dr.1 John E.
