SENATE RESOLUTION NO. 105
BY SENATOR MICHOT 
COMMENDATIONS.  Commends Richard E. D'Aquin upon his retirement from the
Louisiana Board of Regents and recognizes his years of service to the board and to the state
of Louisiana.
A RESOLUTION1
To commend and congratulate Richard E. D'Aquin upon the occasion of his retirement from2
the Louisiana Board of Regents and to recognize his years of service to the board and3
to the state of Louisiana.4
WHEREAS, on January 27, 2011, Richard E. D'Aquin retired from the Louisiana5
Board of Regents after serving as a member since its inception in 1975; and6
WHEREAS, he served as secretary and as a member of the executive committee for7
the majority of his time on the board; and8
WHEREAS, prior to serving on the Louisiana Board of Regents, he was appointed9
to the Louisiana State Board of Education in 1972; and10
WHEREAS, as a businessman in Lafayette, he utilized his leadership skills and11
business experience to assist the board in developing and implementing the Louisiana12
Community and Technical College System to focus on workforce training; and13
WHEREAS, the board also worked toward improving articulation between14
educational institutions and redesigning high school curriculums to better prepare students15
for college; and16
WHEREAS, during Mr. D'Aquin's time on the board, it implemented nationally17
lauded teacher education reforms, instituted long-distance learning, and developed a18 SR NO. 105

statewide library network and programs for adult learners and low-income students; and1
WHEREAS, as a member of the executive committee, Mr. D'Aquin played a2
significant role in overseeing the second best improvement in retention rates in the United3
States, the fourth-best graduation rate improvement in the nation, and the second-best4
improvement in the number of degrees and certificates awarded; and5
WHEREAS, Richard E. D'Aquin merits the highest commendation and6
congratulations for his exemplary public service and for his outstanding contributions to the7
Louisiana Board of Regents and to the state of Louisiana, whose citizens will long reap the8
benefits of the incomparable legacy he leaves.9
THEREFORE, BE IT RESOLVED that the Senate of the Legislature of Louisiana10
does hereby commend and congratulate Richard E. D'Aquin upon his retirement from the11
Louisiana Board of Regents and pay tribute to him for his service to all and extend to him12
good wishes for success and happiness in all of his future endeavors.13
BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to14
Richard E. D'Aquin.15
