Requests the Senate and Governmental Affairs Committee to hold hearings regarding Louisiana's role in the election of the President of the United States. A RESOLUTION1 To urge and request the Senate Committee on Senate and Governmental Affairs to hold2 hearings regarding Louisiana's role in the election of the President of the United3 States.4 WHEREAS, states are divided into "battleground" and "flyover" states during the5 general election of the President of the United States based on whether a state is competitive6 amongst the candidates (battleground) or not competitive (flyover); and7 WHEREAS, this phenomenon is partially a result of the "winner-take-all" laws for8 appointing presidential electors that are currently in place in forty-eight states, whereby the9 winner of the most votes in the state effectively receives all of the electoral votes from that10 state; and11 WHEREAS, Louisiana has been a flyover state for over a decade, making its votes12 effectively count less than votes in other states and resulting in a negligible amount of time13 and money being spent by presidential candidates in the state; and14 WHEREAS, Louisiana is again projected to be a flyover state for the 201215 presidential election.16 THEREFORE, BE IT RESOLVED that the Senate of the Legislature of Louisiana17 does hereby urge and request the Senate Committee on Senate and Governmental Affairs to18 SR NO. 118 SLS 11RS-2683 ORIGINAL Page 2 of 2 hold hearings regarding Louisiana's role in the election of the President of the United States,1 and this issue's impact on the voters of Louisiana and the influence of the state before,2 during, and after presidential elections.3 The original instrument and the following digest, which constitutes no part of the legislative instrument, were prepared by Alden A.
