Requests the Coordinated System of Care Governance Board and the Department of Health and Hospitals to submit quarterly reports concerning the Coordinated System of Care. A RESOLUTION1 To urge and request the Coordinated System of Care Governance Board and the Department2 of Health and Hospitals to jointly submit certain information concerning the3 Coordinated System of Care on a quarterly basis to the Senate Committee on Health4 and Welfare and Senate Committee on Finance.5 WHEREAS, the Coordinated System of Care (CSoC) is a cross-departmental project6 of the office of juvenile justice, the Department of Children and Family Services, the7 Department of Health and Hospitals and the Department of Education to organize a8 coordinated network of broad, effective services for Louisiana's at risk children and youth9 with significant behavioral health challenges or related disorders; and10 WHEREAS, the CSoC was originally established to:11 (1)Improve the overall outcomes of these children and their caretakers being served12 by the Coordinated System of Care.13 (2) Reduce the state's cost of providing services by leveraging Medicaid and other14 funding sources, as well as increasing service effectiveness and reducing duplication across15 agencies.16 (3) Reduce out-of-home placements in the current number and future admissions of17 children and youth with significant behavioral health challenges or co-occurring disorders;18 SR NO. 119 SLS 11RS-2626 ORIGINAL Page 2 of 3 and1 WHEREAS, although there has been considerable investment in time and effort of2 the executive branch to develop and begin implementation of this program, there has been3 a significant lack of input or oversight from the legislative branch of government; and4 WHEREAS, taking into consideration that this program affects one of the most5 important groups of people in this state and one of the most vulnerable populations which6 is our children, the complexity of the funding streams, the major shift in the way the state7 provides services to people with behavioral health disorders, and the long term implications8 of seeking waivers to the federal law and regulations which govern the Medicaid program,9 it is in the best interest of the state to ensure that the individuals elected by the citizens of the10 state to represent their interests are involved in this process.11 THEREFORE BE IT RESOLVED that the Senate of the Legislature of Louisiana12 does hereby urge and request the Coordinated System of Care Governance Board and the13 Department of Health and Hospitals, upon the commencement of services being provided14 by the CSoC, to jointly submit the following information concerning the Coordinated15 System of Care on a quarterly basis to the Senate Committee on Health and Welfare and16 Senate Committee on Finance:17 (1) The names of the individuals serving on the CSoC Governance Board.18 (2) The name and business address of the Statewide Management Organization19 (SMO).20 (3) The name, business address, and geographic coverage area of each Wrap Around21 Agency (WAA).22 (4) The name, business address, and geographic coverage area of each Family23 Support Organization (FSO).24 (5) The total number of individuals receiving services broken down by region.25 (6) The total number of enrolled providers broken down by provider type and by26 region.27 (7) The amount of state general funds and matching federal dollars expended each28 quarter by the program.29 (8) The amount and percentage of the reduction of the cost to the state of providing30 SR NO. 119 SLS 11RS-2626 ORIGINAL Page 3 of 3 services by leveraging state general fund through the Medicaid program as well as increasing1 service effectiveness and efficiency and the reduction of duplication across state agencies.2 (9) The percentage of CSoC enrolled youth who have had to be placed in out-of-3 home treatment which includes but is not limited to detention, secure care facilities,4 psychiatric hospitals, residential treatment facilities, developmentally disabled facilities,5 addiction facilities, alternative schools, or foster care.6 (10) The number of licensed mental health professionals by type employed by the7 SMO to manage the toll free referral line.8 (11) The number of calls received by the SMO toll free referral line.9 (12) Number of calls referred to WAA's by region.10 (13) Number of calls referred to non-WAA services by region and by provider type.11 (14) Number of referrals denied for services.12 (15) Average length of service for WAA services state-wide and by region.13 (16) Average length of service for non-WAA services state wide and by region.14 (17) Total number of Medicaid eligible consumers approved for services by the15 SMO.16 (18) Total number of other insured consumers approved for services by the SMO.17 (19) Total number of non-insured consumers approved for services by the SMO.18 (20) Total number of prospective reviews conducted by the SMO.19 (21) Total number of grievances and appeals categorized by type by consumers and20 advocates, and percentage that were resolved.21 BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to the22 Department of Health and Hospitals and to the Governance Board of the Coordinated System23 of Care.24 The original instrument and the following digest, which constitutes no part of the legislative instrument, were prepared by Greg Waddell.
