SENATE RESOLUTION NO. 142
BY SENATOR ALARIO 
COMMENDATIONS.  Commends the Louisiana Moral and Civic Foundation, and its
executive director, Dr. Ken Ward, for dedicated service to the members of the Senate and
the citizens of Louisiana.
A RESOLUTION1
To commend the Louisiana Moral and Civic Foundation and the foundation's Executive2
Director, Dr. Ken Ward, for dedicated service to members of the Senate and the3
citizens of Louisiana.4
WHEREAS, Louisiana, over the years has been fortunate to have many groups and5
organizations seeking to make Louisiana a better place in which to live; and 6
WHEREAS, one such organization is the Louisiana Moral and Civic Foundation,7
organized in September of 1942, to help people of all faiths and no faith to work together to8
make a better Louisiana; and 9
WHEREAS, the current Executive Director of the Louisiana Moral and Civic10
Foundation, Dr. Ken Ward, has served the foundation, since January 1,1976, and diligently11
works to keep well informed and available to address issues of ethics and morality; and12
WHEREAS, both the foundation and Dr. Ward have over the years been regarded13
by many members of the Louisiana Legislature as a role model for other organizations who14
seek to positively impact the legislature in the areas of moral and social concerns; and 15
WHEREAS, past resolutions of the Senate as well as previous governors have16
described the Louisiana Moral and Civic Foundation as an institution within the institution17

WHEREAS, Dr. Ward received his doctor of philosophy from Louisiana State1
University and completed his dissertation in the area of legislative ethics, is recognized in2
Louisiana as one of the foremost ethicist in the state; and currently serves the House of3
Representatives as legislative ethicist and coordinator of chaplain services; and 4
WHEREAS, the Louisiana Moral and Civic Foundation has not and does not5
represent any particular religious denomination or organization, but has proven to be a6
reliable and trusted resource for members of the legislature, relative to the declared positions7
of religious groups; and 8
WHEREAS, for over three and one half decades, Dr. Ward has been and continues9
to be called upon by members of the legislature to provide information and analysis on10
complex and controversial ethical and moral issues that may otherwise have gone unresolved11
but for the experience and skills gained by Dr. Ward through his preparation, experiences12
and genuine respect for the legislative process. 13
THEREFORE, BE IT RESOLVED that the Senate of the Louisiana Legislature does14
hereby commend and express appreciation to the Louisiana Moral and Civic Foundation and15
to the foundation's Executive Director, Dr. Ken Ward, for being available to the members16
of the Senate and for their dedicated service rendered to the citizens of Louisiana. 17
BE IT FURTHER RESOLVED that the members of the Louisiana Senate pledge to18
continue working with the Louisiana Moral and Civic Foundation in keeping the19
commitment made over sixty-five years ago, by the founders of the Louisiana Moral and20
Civic Foundation, to help all people work together to make a better Louisiana. 21
BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to the22
Louisiana Moral and Civic Foundation and their Executive Director, Dr. Ken Ward. 23
