SENATE RESOLUTION NO. 148
BY SENATOR MCPHERSON 
A RESOLUTION
To urge and request the office of public health within the Department of Health and
Hospitals to promulgate rules which require the effective treatment of effluent when
produced and discharged by certain sewage treatment systems.
WHEREAS, R.S. 40:1154 requires that all new and reconditioned sewage treatment
systems with a capacity up to and including one thousand five hundred gallons per day that
produce an effluent and, by design, do not significantly limit or reduce the amount of offsite
effluent, shall include an effluent limiter or reducer approved by the Department of Health
and Hospitals and shall have a means of or device for disinfecting such effluent, approved
by the Department of Health and Hospitals; and
WHEREAS, the discharge of untreated effluent can lead to significant environmental
problems which affects not only the natural resources of the state but also affects the
physical health of our citizens; and
WHEREAS, it is of the greatest importance to protect the valuable natural resources
of the state and to protect the safety and welfare of our citizens and in pursuit of that effort
the Department of Health and Hospitals should promulgate the rules and regulations which
may be necessary to fully carry out and enforce this provision of law which requires the
effective treatment of effluent produced by sewage systems.
THEREFORE, BE IT RESOLVED that the Senate of the Legislature of Louisiana
does hereby urge and request the office of public health within the Department of Health and
Hospitals to promulgate rules which require the effective treatment of effluent when
produced and discharged by certain sewage systems.
BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to the
secretary of the Department of Health and Hospitals.
