SENATE RESOLUTION NO. 154
BY SENATOR WALSWORTH 
A RESOLUTION
To commend Louisiana State Representatives Kay Katz, Hollis Downs and Richard "Rick"
Gallot Jr. and House Speaker Jim Tucker for their exemplary service as members of
the Louisiana Legislature.
WHEREAS, Representative Kay Katz has served the people of House District 16 for
three terms with great distinction and dedication, leading efforts to support education and
increase pay for teachers; and
WHEREAS, Representative Katz has played a major role in the House leadership as
chairwoman of the House Committee on Health and Welfare, pushing for reform in
government and seeking assistance for the local Monroe business community in the form of
tax relief; and
WHEREAS, Representative Katz was the first woman to serve as chairwoman of the
Monroe City Council before she successfully sought to represent the people of the 16
th
House District; and
WHEREAS, Representative Hollis Downs first came to the Louisiana House of
Representatives in 2002 after winning a special election-primary for the seat to District 12;
and
WHEREAS, Representative Downs was successful in getting a new Downtown
Economic District and an Economic Development District created in Ruston during his first
two full terms; and
WHEREAS, Representative Downs, as the vice-chairman of the House
Transportation Committee, has become well known for his numerous introductions of
legislation creating funding mechanisms for highway and drainage projects in Ruston; and
WHEREAS, Representative Richard "Rick" Gallot Jr. was first elected to the
Louisiana House of Representatives in a 2000 special election-primary to fill the vacant seat

WHEREAS, Representative Gallot Jr. sponsored major legislation to offer
rehabilitative services for juveniles, a truancy program for his district, and education issues
such as increased pay for teachers and funding increases for public schools, colleges,
universities and vocational and technical schools; and
WHEREAS, Representative Gallot as Chairman of the House and Governmental
Affairs Committee, led the Louisiana House of Representatives 2011 Extraordinary
Legislative Session to reapportion the state's elective offices; and
WHEREAS, Representative Jim Tucker came to the Louisiana House of
Representatives in a District Election-Primary in 2001 as a staunch supporter of business,
industry and economic development and was elected speaker of the House of Representative
in 2008; and
WHEREAS, Speaker Tucker used his powerful position to lead strong stands against
most taxes and efforts to expand gambling, as well as consumer rights and ethics reform; and
WHEREAS, Speaker Tucker has used his vast banking experience to guide his
efforts in favor of budgetary accountability in the Louisiana Legislature, and cut spending
by state government.
THEREFORE, BE IT RESOLVED that the Senate of the Legislature of Louisiana
does hereby extend its highest commendations to Representatives Kay Katz, Hollis Downs,
Richard "Rick" Gallot Jr. and House Speaker Jim Tucker for their extraordinary service as
members of the Louisiana Legislature.
BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to
Representatives Katz, Downs, and Gallot and Speaker Tucker.
