SENATE RESOLUTION NO. 156
BY SENATOR JACKSON 
SENATE.  Requires certain appointees to provide disclosure statements to the Senate and
Governmental Affairs Committee before being considered for confirmation.
A RESOLUTION1
To amend and readopt Senate Rule Nos. 16.1(A) and 16.3(A) of the Rules of Order of the2
Senate; relative to Senate confirmation procedures; to require certain appointees to3
provide disclosure statements to the Senate and Governmental Affairs Committee4
before being considered for confirmation and to provide for the manner in which the5
listing of appointees is distributed to the members of the Senate.6
BE IT RESOLVED that the Senate of the Legislature of Louisiana amends and7
readopts Senate Rule Nos. 16.1(A) and 16.3(A) of the Rules of Order of the Senate to read8
as follows:9
Rule 16.1.  Committee referral of appointments submitted for confirmation10
A. All appointments sent to the Senate for confirmation shall be referred to11
the Senate and Governmental Affairs Committee. Neither the Senate nor the Senate12
and Governmental Affairs Committee shall consider for confirmation any13
appointment unless the following information concerning the appointee has been14
submitted:15
(1)  Full name.16

(3)  Home and business telephone number.1
(4)  Social security number.2
(5) Driver's license number, or a sworn statement from the appointee that he3
holds no driver's license.4
(6) The name of the person or persons who recommended the nominee to the5
governor or appointing authority for appointment to the position.6
(7) A copy of the nominee's financial disclosure or contract disclosure7
statement, if the nominee is required to submit a financial disclosure statement8
pursuant to R.S. 42:1114, 1124, 1124.2, 1124.2.1 or 1124.3, or a contract9
disclosure statement pursuant to R.S. 42:1113(D)(4).10

Rule 16.3. Appointees and officers; appearances before Senate and Governmental12
Affairs Committee; appearances before standing committees13
A. Upon receipt of appointments for Senate confirmation, the chairman of the14
Senate and Governmental Affairs Committee shall cause a listing to be compiled of15
all of the appointments received, by office. On the fifteenth calendar day of the16
session the chairman shall distribute a copy of the compiled listing to each senator17
and thereafter the listing shall be updated and distributed weekly to the members18
prior to the vote to confirm the appointments.19

Present Senate Rule provides that all appointments sent to the Senate for confirmation shall
be referred to the Senate and Governmental Affairs Committee. Prohibits the Senate or the
Senate and Governmental Affairs Committee from considering any appointment unless the
following information about the appointee has been submitted:
(1)Full name.
(2)Home address.

Proposed Senate Rule retains present rule and additionally requires a copy of the nominee's
financial disclosure or contract disclosure statement, if the nominee is required to submit a
financial disclosure statement pursuant to R.S. 42:1114, 1124, 1124.2, 1124.2.1 or 1124.3,
or a contract disclosure statement pursuant to R.S. 42:1113(D)(4).
Present Senate Rule requires distribution of the listing of appointments, by office on the 15th
calendar day of the session and weekly thereafter.
Proposed Senate Rule retains the initial distribution requirement but provides that the listing
be distributed prior to the vote to confirm the appointments.
