SENATE RESOLUTION NO. 17
BY SENATOR THOMPSON 
COMMENDATIONS.  Commends Norene R. Smith on her many years of service to the
Louisiana Community and Technical College System.
A RESOLUTION1
To commend Norene R. Smith of Monroe, Louisiana, on her many years of service to the2
Louisiana Community and Technical College System.3
WHEREAS, Ms. Norene Smith, with more than forty years of experience in varied4
facets of community and technical education, including more than twenty-eight years in5
leadership positions is recognized upon her retirement; and6
WHEREAS, Ms. Smith has received commendations on her use of a motivational7
management style and with a straightforward record of getting business done and reaching8
goals; and9
WHEREAS, she continually demonstrated a keen understanding of groundwork10
success while making hard, yet effective decisions and maintaining a positive attitude11
through ever-changing processes; and12
WHEREAS, Ms. Smith's early career spanned twenty years of services as a legal13
administrative assistant at the law offices of Harry Hawthorne, a typing instructor at Bastrop14
High School, an administrative secretary to the Ouachita Parish School Superintendent and15
Department Chair and an instructor of the Delta Ouachita Technical Institute; and16
WHEREAS, while working, she also received her lifetime certification in Vocational17
Trade and Industrial Education from Louisiana State University, and a Bachelor of Science18 SR NO. 17

and a Master of Education from the University of Louisiana at Monroe; and1
WHEREAS, Ms. Smith has acquired numerous professional accomplishments2
including, but not limited to, grant program funds for the Incumbent Worker Training3
Program and increased enrollment by twenty-six percent, established a partnership with the4
University of Texas to offer Occupational Safety and Health Administration training,5
secured more than three million dollars in capitol outlay funds for renovations and additions6
to the Bastrop Campus, and established evening practical nursing programs at Delta7
Ouachita Campus to accommodate working adults and to meet the health care worker crisis;8
and9
WHEREAS, she has served multiple professional memberships including but not10
limited to, the Association for Career and Technical Education, the Southern Association of11
Colleges and Schools, the Louisiana Vocational Association, the American Vocational12
Association, the Louisiana Technical College Directors' Association, the University of13
Louisiana at Monroe Alumni Association and the Alpha Delta Kappa professional educators'14
sorority; and15
WHEREAS, her accomplishments also include civic and community involvement16
with the Mayor's Transition Team, the Louisiana Delta Initiative, the Northeast Louisiana17
Economic Development Corporation, the Entergy Team City Conference, the Monroe and18
Bastrop Rotary Clubs, the Kiwanis and Optimist Club, the Chamber of Commerce, and19
many other associations; and20
WHEREAS, Ms. Smith has received special recognitions including the 199921
Outstanding Administrator of the Louisiana Technical College System, the 1998 First22
Annual Outstanding Administrator in Vocational Education, the 1991 Bastrop Woman of23
the Year, Outstanding Service Awards for 1980, 1983, 1984, 1985, and 1986, the 1990 and24
1991 Outstanding Service Award in Promoting Sex Equity in Vocational Education and the25
1975 Outstanding Teacher Appreciation Award; and26
WHEREAS, she has served on numerous professional boards and committees27
including the Council on Occupational Education, the Workforce Investment Board, the28
Commission for Proprietary Schools, and the Louisiana Community and Technical College29

WHEREAS, Ms. Smith completed her significant service to the Community and1
Technical College System as the Northeast Regional Director and was named Regional2
Director Emeritus by the Board of Supervisors; and3
WHEREAS, it is appropriate to commend and express appreciation to Ms. Norene4
R. Smith on her years of extraordinary service to the Louisiana Community and Technical5
College System.6
THEREFORE, BE IT RESOLVED that the Senate of the Legislature of Louisiana7
does hereby commend Norene R. Smith upon her many years of service to the Louisiana8
Community and Technical College System, and hereby record for posterity her noble9
accomplishments and the exemplary strides she has made and taken in the field of education.10
BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to Ms.11
Norene R. Smith.12
