SENATE RESOLUTION NO. 75

CONDOLENCES.  Expresses condolences upon the death of Eric B. Taylor.
A RESOLUTION1
To express the sincere and heartfelt condolences of the Senate of the Legislature of2
Louisiana upon the death of Eric B. Taylor.3
WHEREAS, it is with great regret that the citizens of Louisiana have learned of the4
death of Eric B. Taylor, at the age of sixty-five; and5
WHEREAS, upon his death, the world lost a unique individual who left an indelible6
mark upon the lives of those who knew him; and7
WHEREAS, his long and distinguished career spanned over forty years as a8
consummate health care administrator and executive, leaving his mark in the states of9
Mississippi, Tennessee, Illinois and Louisiana, as well as the entire nation; and10
WHEREAS, he was the CEO of SWLA Center for Health Services, since 2004, as11
President of the Louisiana Primary Care Association, his efforts resulted in the allocation12
of state funding towards a structured capital outlay plan to finance the new construction for13
the twenty-five Federally Qualified Health Centers located in Louisiana, his vision led an14
effort by nineteen Federally Qualified Health Centers to form a joint venture relationship15
with Centene Corporation to respond to the State of Louisiana's Coordinated Care Network16
initiative, which will provide managed care services to over nine hundred thousand medicaid17

WHEREAS, he served in a capacity of Hospital Administrator, CEO to Health1
Centers in Memphis, Chicago and Lake Charles, Commissioner of Mental Health and a2
consultant for the United States Bureau of Primary Health Care, and he was the founder and3
owner of American Healthcare Trust, a commercial HMO in Memphis, Tennessee; and4
WHEREAS, he is responsible for two expansions of the Health Center's main site in5
Lake Charles, which includes a state-of-the-art fitness center, and a Center for Women6
Services, and spearheaded the construction for the SWLA-Lafayette and secured funding for7
the new construction project for SWLA-Crowley and under his leadership, SWLA also made8
applications to the Health Resource Service Administration (HRSA) for an expansion9
initiative in Allen Parish; and10
WHEREAS, Eric B. Taylor was a committed and dedicated citizen of Louisiana who11
worked tirelessly on a multitude of business, civic, and political causes throughout his life;12
and13
WHEREAS, during his tenure at SWLA and in Lake Charles, he was very active14
with his church, Christian Baptist Church, and with numerous civic organizations, such as15
the 100 Black Men, Kiwanis and Rotary; and16
WHEREAS, because of his numerous accomplishments in public and private life,17
the death of Eric Byron Taylor has left a void in his community and has created a genuine18
sense of profound sorrow in his friends and family.19
THEREFORE, BE IT RESOLVED that the Senate of the Legislature of Louisiana20
does hereby honor Eric Byron Taylor, an extraordinary man who shall forever be21
remembered, and pays tribute to his remarkable legacy that shall live long in the hearts of22
the many people whose lives he touched.23
BE IT FURTHER RESOLVED that the members of the Senate of the Legislature of24
Louisiana express their sincere condolences to the family of Eric B. Taylor upon his death.25
BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to the26
family of Eric B. Taylor.27 SR NO. 75
