Page 1 of 2 Regular Session, 2011 ENROLLED SENATE RESOLUTION NO. 76 BY SENATOR MOUNT A RESOLUTION To proclaim Tuesday, June 7, 2011, as Nurse-Family Partnership Day at the Louisiana Senate. WHEREAS, Nurse-Family Partnership is a nationally recognized, evidence-based community health program that saves money by increasing women's employment, reducing dependence on public assistance, reducing childhood injuries, and increasing children's school readiness; and WHEREAS, Nurse-Family Partnership has substantial evidence from numerous random, controlled trials conducted over the past thirty years which proves the effectiveness of this community health care program; and WHEREAS, Nurse-Family Partnership empowers low-income, first-time mothers to become confident parents and strong women by pairing them with nurse home visitors, and this trusted relationship instills a level of confidence in these mothers that helps guide them and their children to successful futures; and WHEREAS, an investment in Nurse-Family Partnership yields not only quantifiable social benefits, such as improved prenatal health, improved child health and development, and increased economic self-sufficiency but also a substantial return on the community's investment in the program; and WHEREAS, independent research shows that for every public health dollar invested in a local Nurse-Family Partnership program, communities can realize more than five dollars in return due to savings in social services, health care, and criminal justice costs; and WHEREAS, because of Louisiana's wise investment in this high quality, voluntary home visiting program, this state was one of only six chosen by the Pew Center on the States to partner with that distinguished organization for the purpose of sustaining and expanding access to Nurse-Family Partnership; and SR NO. 76 ENROLLED Page 2 of 2 WHEREAS, ninety-one percent of Louisiana children participating in the Nurse-Family Partnership program from intake to completion are fully immunized at age twenty four months; and WHEREAS, among Louisiana women in the program, there is a nineteen percent increase in workforce participation for mothers age eighteen years and older and a twenty-five percent reduction in violence during pregnancy; and WHEREAS, by joining forces with the Nurse-Family Partnership, communities change the lives of their most vulnerable citizens and thereby create a better, safer, and stronger community, not just for today but for generations to come. THEREFORE, BE IT RESOLVED that the Senate of the Legislature of Louisiana does hereby recognize Tuesday, June 7, 2011, as Nurse-Family Partnership Day at the Louisiana Senate. BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to the Louisiana state coordinator of Nurse-Family Partnership. PRESIDENT OF THE SENATE
