Regular Session, 2012 HOUSE BILL NO. 1111 BY REPRESENTATIVE THIBAUT RACING/HORSE: Describes hospital and medical benefits for permittees licensed to race horses AN ACT1 To enact R.S. 4:183(C), relative to the Horsemen's Benevolent and Protective Association;2 to describe benefits for permittees and employees; and to provide for related matters.3 Be it enacted by the Legislature of Louisiana:4 Section 1. R.S. 4:183(C) is hereby enacted to read as follows:5 ยง3183. Contract between licensees and permitees licensed to race horses at race6 meetings conducted in the state7 * * *8 C. For the purposes of this Section, "hospital and medical benefits" shall9 include but not be limited to reasonable medical, surgical, hospitalization, and10 physical rehabilitation, and dental and optical services, death benefits, drug and11 alcohol counseling, and other spiritual, mental, and psychological services provided12 for the welfare of permittees, their employees, and others. 13 DIGEST The digest printed below was prepared by House Legislative Services. [R.S. 1:13(B) and 24:177(E)] Thibaut HB No. 1111 Abstract: Clarifies the hospital and medical benefits provided by the Horsemen's Benevolent and Protective Association to permittees and their employees. Present law provides for the distribution of monies from horse racing for purses to and benefits from the Horsemen's Benevolent and Protective Association (HBPA) to permittees licensed to race horses in the state. Provides that the distribution of those monies by HBPA be for the use and benefit of permittees, their employees and others for hospital and medical benefits, and for the administrative expenses in providing these benefits. Proposed law retains present law and provides that "hospital and medical benefits" include but are not limited to reasonable medical, surgical, hospitalization, physical rehabilitation and dental and optical services, death benefits, drug and alcohol counseling, and other spiritual, mental, and psychological services provided for the welfare of permittees, their employees, and others.
