HIGHWAYS:  Clarifies the method of driving on certain types of highways
AN ACT1
To enact R.S. 32:83, relative to driving on certain highways; to provide for method of2
driving on multiple-lane highways with left-turn lanes; and to provide for related3
matters.4
Be it enacted by the Legislature of Louisiana:5
Section 1.  R.S. 32:83 is hereby enacted to read as follows:6
ยง83. Driving on highways with two-way left-turn lanes and dedicated left-turn lanes7
A.(1) The department may designate two-way left-turn lanes along segments8
of highways and may designate dedicated left-turn lanes on highways at9
intersections.10
(2) A highway with two or more lanes in each direction and with a11
designated two-way left-turn lane shall be considered a divided highway with12
separate roadways.13
(3) A two-way left-turn lane is a lane near the center of the highway for use14
by vehicles making left turns in both directions to and from connections on both15
sides of the highway. At an intersection, the department may designate the two-way16
left-turn lane as a dedicated left-turn lane.17
B.(1) A vehicle shall not be driven in a two-way left-turn lane for more than18
two hundred feet while making a left turn from a highway or when making a u-turn.19 HLS 12RS-2325	ORIGINAL

(2) A vehicle shall not be driven in a two-way left-turn lane for more than1
two hundred feet while making a left turn onto a highway and merging into the2
adjacent lanes of travel.3
(3) A vehicle shall not be driven in a two-way left-turn lane for more than4
two hundred  feet to reach a dedicated left-turn lane at an intersection.5
C. A vehicle in a dedicated left-turn lane at an intersection shall only turn at6
the intersection as designated by posted pavement marking, signing, or traffic signal7
indication.8
D. Vehicles shall not be driven across dedicated left-turn lanes at9
intersections or across areas delineated with pavement markings consisting of solid10
lines and filled in with diagonal striping. A vehicle may be driven across a two-way11
left-turn lane.12

Abstract: Clarifies the methods for driving on certain multilane highways.
Proposed law provides that:
(1)The department may designate two-way left-turn lanes along segments of highways
and may designate dedicated left-turn lanes on highways at intersections.
(2)A highway with two or more lanes in each direction and with a designated two-way
left-turn lane shall be considered a divided highway with separate roadways. 
(3)A two-way left-turn lane is a lane near the center of the highway for use by vehicles
making left turns in both directions to and from connections on both sides of the
highway.  At an intersection, the department may designate the two-way left-turn
lane as a dedicated left-turn lane. 
(4)A vehicle shall not be driven in a two-way left-turn lane for more than 200 feet while
making a left turn from a highway or when making a u-turn.
(5)A vehicle shall not be driven in a two-way left-turn lane for more than 200 feet while
making a left turn onto a highway and merging into the adjacent lanes of travel. 
(6)A vehicle shall not be driven in a two-way left-turn lane for more than 200 feet to

(7)A vehicle in a dedicated left-turn lane at an intersection shall only turn at the
intersection as designated by posted pavement marking, signing, or traffic signal
indication. 
(8)Vehicles shall not be driven across dedicated left-turn lanes at intersections or across
areas delineated with pavement markings consisting of solid lines and filled in with
diagonal striping. A vehicle may be driven across a two-way left-turn lane.
