MTR VEHICLE/DRIVER LIC:  Authorizes the placement of "VETERAN" on drivers'
licenses and special identification cards
AN ACT1
To enact R.S. 32:412(K) and R.S. 40:1321(K), relative to driver's licenses and special2
identification cards; to authorize the designation of "VETERAN" on drivers' licenses3
and special identification cards; to provide for rules; and to provide for related4
matters.5
Be it enacted by the Legislature of Louisiana:6
Section 1.  R.S. 32:412(K) is hereby enacted to read as follows:7
§412. Amount of fees; credit or refund; duration of license; disbursement of funds;8
renewal by mail or electronic commerce of Class "D" or "E" drivers' licenses;9
disposition of certain fees; exception10

K.(1) The department shall include the designation "VETERAN" on a12
driver's license issued to a veteran in an available space either on the face of the13
driver's license or on the reverse side of the driver's license. The designation shall14
only be included if the person requests the designation, and the person provides proof15
of his veteran status.  In order to prove veteran status, the applicant shall submit a16
United States Department of Defense document, known as a DD Form 214,17
indicating a discharge status of "honorable" or "general under honorable conditions".18 HLS 12RS-151	ENGROSSED

(2) The department shall promulgate the necessary rules, in accordance with1
the Administrative Procedure Act, to implement the provisions of this Subsection.2
Section 2.  R.S. 40:1321(K) is hereby enacted to read as follows:3
§1321. Special identification cards; issuance; fees; expiration and renewal;4
exceptions; promulgation of rules; promotion of use; persons less than5
twenty-one years of age; the Protect and Save our Children Program;6
Selective Service Registration7

K.(1) The department shall include the designation "VETERAN" on a9
special identification card issued to a veteran in an available space either on the face10
of the identification card or on the reverse side of the identification card.  The11
designation shall only be included if the person requests the designation, and the12
person provides proof of his veteran status.  In order to prove veteran status, the13
applicant shall submit a United States Department of Defense document, known as14
a DD Form 214, indicating a discharge status of "honorable" or "general under15
honorable conditions".16
(2) The department shall promulgate the necessary rules, in accordance with17
the Administrative Procedure Act, to implement the provisions of this Subsection.18

Proposed law provides that the office of motor vehicles, within DPS&C, shall include the
designation "VETERAN" on drivers' licenses and special identification cards. Provides that
the wording shall be placed either on the face or on the reverse side of the license or
identification card.
Proposed law only requires the placement of the designation if the person requests it and
provides proof of veteran status. Veteran status can only be proven by the submission of a
DD Form 214, indicating a discharge status of "honorable" or "general under honorable
