HOUSE BILL NO. 143
BY REPRESENTATIVE GISCLAIR
PROPERTY/PUBLIC:  Authorizes the transfer of property in Lafourche Parish to the
Greater Lafourche Port Commission
AN ACT1
To authorize and provide for the transfer of certain state property; to authorize the transfer2
of certain state property in Lafourche Parish; to provide for the property description;3
to provide for reservation of mineral rights; to provide terms and conditions; to4
provide an effective date; and to provide for related matters.5
Be it enacted by the Legislature of Louisiana:6
Section 1. The commissioner of the division of administration, notwithstanding any7
other provision of law to the contrary, is hereby authorized and empowered to convey,8
transfer, assign, lease, or deliver any interest, excluding mineral rights, the state may have9
to all or any portion of the following described parcel of property to the Greater Lafourche10
Port Commission:11
Any portion of the state owned land located in Sections 14, 15, 20, 21, 22, 23,12
27, 28, 29, 30, Township 23 South-Range 22 East, Lafourche Parish.13
Section 2. The commissioner of the division of administration is hereby authorized14
to enter into such agreements, covenants, conditions, and stipulations and to execute such15
documents as necessary to properly effectuate any conveyance, transfer, assignment, lease,16
or delivery of title, excluding mineral rights, to the property described in Section 1, and as17
more specifically described in any such agreements entered into and documents executed18
by and between the commissioner of the division of administration and the Greater19
Lafourche Port Commission, in exchange of consideration proportionate to the appraised20

Section 3. This Act shall become effective upon signature by the governor or, if not1
signed by the governor, upon expiration of the time for bills to become law without signature2
by the governor, as provided by Article III, Section 18 of the Constitution of Louisiana. If3
vetoed by the governor and subsequently approved by the legislature, this Act shall become4
effective on the day following such approval.5
