HOUSE BILL NO. 234
BY REPRESENTATIVE HODGES
MTR VEHICLE/LICEN PLATES:  Creates a prestige license plate to save the honeybee
AN ACT1
To enact R.S. 47:463.155, relative to motor vehicle special prestige plates; to provide for the2
creation, issuance, and design of such license plates; to provide relative to the fee and3
distribution of fees for such plates; to authorize the promulgation of rules and4
regulations; and to provide for related matters.5
Be it enacted by the Legislature of Louisiana:6
Section 1.  R.S. 47:463.155 is hereby enacted to read as follows:7
ยง463.155.  Special prestige license plate; "Save the Honeybee"8
A. The secretary of the Department of Public Safety and Corrections shall9
establish a special prestige motor vehicle license plate to be known as the "Save the10
Honeybee" plate, provided there is a minimum of one thousand applicants for such11
plates. These license plates shall be restricted to use on passenger cars, pickup12
trucks, recreational vehicles, and vans.13
B. The secretary shall design the plates, which shall be of a color and design14
selected jointly by the North Live Oak Elementary School of Watson, Louisiana, and15
the Louisiana Beekeepers Association, Incorporated, provided that it is in16
compliance with R.S. 47:463(A)(3).17
C. The prestige license plate shall be issued, upon application, to any citizen18
of Louisiana in the same manner as any other motor vehicle license plate.19
D. The department shall collect an annual royalty fee of twenty-five dollars,20
which shall be disbursed in accordance with Subsection E of this Section. This fee21 HLS 12RS-251	ENGROSSED

shall be in addition to the standard motor vehicle license tax imposed by Article VII,1
Section 5 of the Constitution of Louisiana, and a handling fee of three dollars and2
fifty cents for each plate to be retained by the department to offset a portion of3
administrative costs.4
E. The annual royalty fee shall be collected by the department and forwarded5
to the Louisiana Beekeepers Association, Incorporated, or its successor organization.6
The monies received shall be used solely for financial aid for graduate students7
working on applied honey bee research projects at the United States Department of8
Agriculture Honey Bee Breeding, Genetics and Physiology Research Laboratory in9
Baton Rouge, Louisiana. The Louisiana Beekeepers Association, Incorporated, shall10
establish and disburse the funds for the scholarship program.11
F. The secretary shall adopt rules and regulations as are necessary to12
implement the provisions of this Section.13

Proposed law requires the secretary of DPS&C to issue special prestige license plates to be
known as the "Save the Honeybee" license plate. 
Proposed law provides that the prestige license plate shall be issued, upon application, to any
citizen of La. in the same manner as any other motor vehicle license plate.
Proposed law provides for the secretary to design the "Save the Honeybee" license plate,
with the color and design to be selected jointly by the North Live Oak Elementary School
of Watson, La., and the La. Beekeepers Association, Inc.
Proposed law provides that an annual royalty fee of $25 shall be collected by the department
and forwarded to the La. Beekeepers Association, Inc. The monies received from the royalty
fees shall be used solely for financial aid for graduate students working on applied honeybee
research projects at the U.S. Dept. of Agriculture Honey Bee Breeding, Genetics and
Physiology Research Laboratory in Baton Rouge, La. Further provides for the standard
registration license fee and a handling fee of $3.50 to be retained by the department.
Proposed law provides that the secretary shall adopt rules and regulations to implement the

Summary of Amendments Adopted by House
Committee Amendments Proposed by House Committee on Transportation, Highways
and Public Works to the original bill.
1. Changed the name of the plate from "Protect the Honeybee" to "Save the
Honeybee".
2. Provided that the monies received from the royalty fees shall be used solely for
financial aid for graduate students working on applied honeybee research
projects at the U.S. Dept. of Agriculture Honey Bee Breeding, Genetics and
Physiology Research Laboratory in Baton Rouge, Louisiana.
