ACT No. 246 Regular Session, 2012 HOUSE BILL NO. 234 BY REPRESENTATIVES HODGES, KATRINA JACKSON, MORENO, NORTON, SMITH, AND ST. GERMAIN AN ACT1 To enact R.S. 47:463.155, relative to motor vehicle special prestige plates; to provide for the2 creation, issuance, and design of such license plates; to provide relative to the fee and3 distribution of fees for such plates; to authorize the promulgation of rules and4 regulations; and to provide for related matters.5 Be it enacted by the Legislature of Louisiana:6 Section 1. R.S. 47:463.155 is hereby enacted to read as follows:7 ยง463.155. Special prestige license plate; "Save the Honeybee"8 A. The secretary of the Department of Public Safety and Corrections shall9 establish a special prestige motor vehicle license plate to be known as the "Save the10 Honeybee" plate, provided there is a minimum of one thousand applicants for such11 plates. These license plates shall be restricted to use on passenger cars, pickup12 trucks, recreational vehicles, and vans.13 B. The secretary shall design the plates, which shall be of a color and design14 selected jointly by the North Live Oak Elementary School of Watson, Louisiana, and15 the Louisiana Beekeepers Association, Incorporated, provided that it is in16 compliance with R.S. 47:463(A)(3).17 C. The prestige license plate shall be issued, upon application, to any citizen18 of Louisiana in the same manner as any other motor vehicle license plate.19 D. The department shall collect an annual royalty fee of twenty-five dollars,20 which shall be disbursed in accordance with Subsection E of this Section. This fee21 shall be in addition to the standard motor vehicle license tax imposed by Article VII,22 Section 5 of the Constitution of Louisiana, and a handling fee of three dollars and23 ENROLLEDHB NO. 234 Page 2 of 2 CODING: Words in struck through type are deletions from existing law; words underscored are additions. fifty cents for each plate to be retained by the department to offset a portion of1 administrative costs.2 E. The annual royalty fee shall be collected by the department and forwarded3 to the Louisiana Beekeepers Association, Incorporated, or its successor organization.4 The money received shall be used solely for financial aid for graduate students5 working on applied honey bee research projects at the United States Department of6 Agriculture Agricultural Research Service Honey Bee Breeding, Genetics and7 Physiology Research Laboratory in Baton Rouge, Louisiana. The Louisiana8 Beekeepers Association, Incorporated, shall establish and disburse the funds for the9 scholarship program.10 F.
