MTR VEHICLE/DISMANTLERS: Provides relative to the issuance of permits to dismantle
motor vehicles which are more than 15 years old
AN ACT1
To amend and reenact R.S. 32:717(B), relative to scrap motor vehicles; to provide for2
permits to dismantle vehicles over a certain number of years old; and to provide for3
related matters.4
Be it enacted by the Legislature of Louisiana:5
Section 1.  R.S. 32:717(B) is hereby amended and reenacted to read as follows: 6

B. Notwithstanding Subsection A of this Section, the commissioner may9
issue, without the delivery of the certificate of title, a permit to dismantle any vehicle10
which is more than ten fifteen years old and has not had its registration renewed in11
this state or any other state for a period of three years immediately prior to the12
application for a permit to dismantle the vehicle. 13

Abstract:  Increases the age of a motor vehicle that can be dismantled without delivery of
a title from 10 years to 15 years.
Present law requires any owner who sells a motor vehicle for scrap to assign the title to the
purchaser who shall deliver the title to the vehicle commissioner with an application for a

allows the purchaser to possess, transport, or transfer ownership.  Prohibits the issuance of
another title for that motor vehicle in the event it is scrapped, dismantled, or destroyed.
Present law allows the commissioner to issue a permit to dismantle, without the delivery of
a title, when the vehicle is more than 10 years old and has not had its registration renewed
for three years immediately prior to the application for a permit to dismantle.
Proposed law retains present law except changes the age of a vehicle for which no delivery
of title is required to issue a permit to dismantle from 10 years to 15 years.
