HOUSE BILL NO. 346
BY REPRESENTATIVE CHANEY AND SENATOR WALSWORTH
AN ACT1
To authorize and provide for the transfer of certain state property; to authorize the transfer2
of certain state property in Ouachita and Union Parishes; to provide for the property3
descriptions; to provide for reservation of mineral rights; to provide terms and4
conditions; to provide an effective date; and to provide for related matters.5
Be it enacted by the Legislature of Louisiana:6
Section 1. The secretary of the Department of Wildlife and Fisheries,7
notwithstanding any other provision of law to the contrary, is hereby authorized and8
empowered to convey, transfer, assign, lease, or deliver any interest, excluding mineral9
rights, the state may have to all or any portion of the following described parcel of property10
to the owner of the property described in Section 2 of this Act:11
A certain tract of land, excluding mineral rights and including all improvements12
located thereon, situated and being in a portion of the Southeast ¼ of the Northwest13
¼ of Section 22, Township 16 North, Range 4 East, Ouachita Parish, Louisiana and14
comprising approximately 0.78 acre, more or less.15
Section 2.  In exchange for the above described property in Section 1, the secretary16
of the Department of Wildlife and Fisheries, notwithstanding any other provision of law to17
the contrary, is hereby authorized and empowered to accept, in addition to any other18
consideration, delivery of title to all or any portion of the following described parcels of19
property from the owner of such property:20
A certain tract of land, excluding mineral rights and including all improvements21
located thereon, situated and being in a portion of the Northeast ¼ of the Northwest22
¼ of Section 22, Township 16 North, Range 4 East, Ouachita Parish, Louisiana and23
comprising approximately 0.78 acre, more or less.24
Section 3. The secretary of the Department of Wildlife and Fisheries is hereby25
authorized to enter into such agreements, covenants, conditions, and stipulations and to26
execute such documents as necessary to properly effectuate any conveyance, transfer,27
assignment, lease, or delivery of title, excluding mineral rights, to the property described in28 ENROLLEDHB NO. 346

Sections 1 and 2 of this Act, and as more specifically described in any such agreements1
entered into and documents executed by and between the secretary of the Department of2
Wildlife and Fisheries and the owner of the property described in Section 2 of this Act, in3
exchange of consideration proportionate to the appraised value of the property.4
Section 4. The commissioner of administration, notwithstanding any other provision5
of law to the contrary, is hereby authorized and empowered to convey, transfer, assign, lease6
or deliver any interest, excluding mineral rights, the state may have to all or any portion of7
the following described parcel of property to the Girl Scouts of Louisiana-Pines to the Gulf:8
A certain tract of land, including all improvements located thereon situated on Lot9
7, Section 9, Township 20 North, Range 4 East, Union Parish, containing 6.72 acres,10
more or less.11
Section 5. The commissioner of administration is hereby authorized to enter into any12
such agreements, covenants, conditions, and stipulations and to execute such documents as13
are necessary to properly effectuate any conveyance, transfer, assignment, lease or delivery14
of title, excluding mineral rights, to the property described in Section 4 herein, and as more15
specifically described in any such agreement entered into and documents executed by and16
between the division of administration and the Girl Scouts of Louisiana-Pines to the Gulf,17
in exchange of consideration proportionate to at least the appraised value of the property.18
Section 6. This Act shall become effective upon signature by the governor or, if not19
signed by the governor, upon expiration of the time for bills to become law without signature20
by the governor, as provided by Article III, Section 18 of the Constitution of Louisiana. If21
vetoed by the governor and subsequently approved by the legislature, this Act shall become22
effective on the day following such approval.23
