ELECTIONS/CANDIDATES:  Requires candidates for certain offices to receive ethics
education prior to qualifying
AN ACT1
To enact R.S. 18:461.1, relative to candidates for certain office; to require certain ethics2
education and training prior to qualifying for certain candidates; to provide relative3
to certifying such training; and to provide for related matters.4
Be it enacted by the Legislature of Louisiana:5
Section 1.  R.S. 18:461.1 is hereby enacted to read as follows: 6
ยง461.1.  Ethics education requirement; certification for ethics education7
A. Any person who desires to become a candidate for statewide elective8
office or the office of state representative or state senator shall be required,  prior to9
filing his notice of candidacy for such an office, to obtain at least one hour of ethics10
education and training in the same manner as required of public servants by R.S.11
42:1170.12
B. At the time a person who desires to become a candidate for statewide13
elective office or the office of state representative or state senator files his notice of14
candidacy, he shall certify that he has obtained at least one hour of ethics education15
and training as required by this Section.16
C. The certification required by this Section shall be designed by the Board17
of Ethics in conjunction with the secretary of state and shall at minimum include the18
assertion that all of the statements contained in it are true and correct, and it shall be19
filed with the notice of candidacy.20

Abstract: Requires candidates for statewide office and for the state legislature to obtain one
hour of ethics education and training prior to filing a notice of candidacy and
requires a candidate for such an office to file a certification that he has obtained the
education when he files his notice of candidacy.
Present law provides relative to certain requirements to become a candidate.
Proposed law additionally requires candidates for statewide office and for the state
legislature prior to qualifying to obtain at least one hour of ethics education and training in
the same manner as required by present law (R.S. 42:1170) for all public servants.  Proposed
law further requires those candidates to certify that they have received such education and
training.  Proposed law requires the Board of Ethics to design the required certification in
conjunction with the secretary of state and requires each certification to, at a minimum,
include an assertion that all of the statements contained in it are true and correct. Requires
the certification to be filed with the notice of candidacy.
Effective Jan. 1, 2013.
