BY REPRESENTATIVE BROSSETT
MTR VEHICLE/LICEN PLATES: Creates a special "For Hire" license plate for use in the
city of New Orleans
AN ACT1
To enact R.S. 47:469.1, relative to special license plates; to create a special "For Hire" plate2
for use in the city of New Orleans; to provide for the design and cost; to provide for3
rules and regulations; and to provide for related matters.4
Notice of intention to introduce this Act has been published5
as provided by Article III, Section 13 of the Constitution of6
Louisiana.7
Be it enacted by the Legislature of Louisiana:8
Section 1.  R.S. 47:469.1 is hereby enacted to read as follows:9
ยง469.1.  Special license plate; "For Hire"; city of New Orleans10
A. Taxi cabs, limousines, horse drawn carriages, and pedicabs owned or11
operated by companies licensed by the city of New Orleans, shall be issued a special12
"For Hire" plate.13
B. The plate shall be designated with a series consisting of numeric14
characters, alpha characters, or any combination thereof. The series shall be15
consistent with the license number issued by the city of New Orleans to identify the16
vehicle and may be accompanied by a symbol or emblem representing the city of17
New Orleans, taxi cab bureau.18
C.(1) The city of New Orleans shall provide the office of motor vehicles19

include a handling charge of three dollars and fifty cents, as authorized by R.S.1
47:463(A)(3)(a), to offset the administrative costs of the department for the issuance2
of such plates. All vehicles registered with a "For Hire" plate, except horse drawn3
carriages and pedicabs, shall also be issued a secondary plate, identical in appearance4
to the primary plate, which shall be displayed on the front of the vehicle.5
(2) In addition to the three dollars and fifty cents authorized by R.S.6
47:463(A)(3)(a) collected for the primary and secondary plate authorized by this7
Section, the annual rate for the plates shall be fifty dollars.8
D.(1) Horse drawn carriages and pedicabs, licensed by the city of New9
Orleans, shall be issued a plate for identification purposes only.10
(2) The plate shall be designated by a series consisting of numeric characters,11
alpha characters, or any combination thereof. The series shall be consistent with the12
license number issued by the city of New Orleans to identify the vehicle and may be13
accompanied by a symbol or emblem representing the city of New Orleans, taxi cab14
bureau. The city of New Orleans shall provide the office of motor vehicles with the15
series to be issued to the vehicles.16
(3) In addition to the three dollars and fifty cents as authorized by R.S.17
47:463(A)(3)(a), the annual rate for the plate shall be thirty dollars.18
E. Permissible road usage of horse drawn carriages and pedicabs shall be19
determined by New Orleans city ordinances.20
F. The commissioner is authorized to promulgate all rules and regulations21
necessary, in accordance with the Administrative Procedure Act, to administer and22
enforce the provisions of this Section.23

Proposed law provides that taxis, limousines, horse drawn carriages, and pedicabs operating
in the city of New Orleans shall be issued a special "For Hire" plate.  
Proposed law provides that the city of New Orleans shall provide the office of motor
vehicles with the series designation to be placed on each plate. Requires taxis and
limousines to have two plates, one in front and one on the back, at an annual cost of $50 for
the two plates.  Also provides for a handling fee of $3.50.
Proposed law provides that horse drawn carriages and pedicabs shall be required to have
only one plate at an annual cost of $30, with a handling fee of $3.50.
Proposed law authorizes the commissioner of motor vehicles to promulgate rules and
regulations.
