STUDENT/LOANS-SCHOL ARSHP:  Provides scholarship opportunities to certain military
veterans
AN ACT1
To enact R.S. 17:2137(E), relative to resident classification for tuition purposes at public2
colleges and universities; to provide that certain veterans shall be entitled to resident3
classification for such purposes without regard to length of time of residency in the4
state; to provide definitions; to provide guidelines relative to implementation; to5
provide an effective date; and to provide for related matters.6
Be it enacted by the Legislature of Louisiana:7
Section 1.  R.S. 17:2137(E) is hereby enacted to read as follows: 8
ยง2137. Tuition fees for members of the armed forces and dependents; resident9
classification10

E.(1) Effective for the 2012-2013 academic year and thereafter, a student12
who is enrolled in a Louisiana public college or university, who is a veteran, and13
who meets the other requirements of this Subsection, is entitled to resident14
classification for tuition purposes without regard to length of time or residency in the15
state.16
(2) For the purposes of this Subsection, the word "veteran" means a person17

(a) Has served on active duty for a continuous period of no less than two1
years, and received an Honorable Discharge, as verified by a Department of Defense2
Form 214, within one year of enrolling in a Louisiana public college or university.3
(b) Is currently serving in a Reserve Component of the Armed Forces of the4
United States as defined by 10 U.S.C. 101(a)(4).5
(3) The Board of Regents and each public postsecondary education6
management board shall adopt rules in accordance with the Administrative7
Procedure Act necessary to implement the provisions of this Subsection.8
Section 2. This Act shall become effective upon signature by the governor or, if not9
signed by the governor, upon expiration of the time for bills to become law without signature10
by the governor, as provided by Article III, Section 18 of the Constitution of Louisiana.  If11
vetoed by the governor and subsequently approved by the legislature, this Act shall become12
effective on the day following such approval.13

Abstract: Provides that a student who is enrolled in a La. public college or university, who
is a veteran, and who meets other eligibility requirements, shall be entitled to
resident classification for tuition purposes without regard to length of time of
residency in the state.
Present law provides for education of students in the state of La. Regulates public colleges,
universities, or other institutions of learning with regards to requirements for admission.
Provides that members of the armed forces and dependents shall be entitled to resident
classification for tuition amount purposes without regard to length of time of residency in
the state.  Proposed law retains present law.
Proposed law provides that a student who is enrolled in a La. public college or university,
who is a veteran, and who meets certain other eligibility requirements, shall be entitled to
resident classification for tuition amount purposes without regard to length of time of
residency in the state.  Becomes effective with the 2012-2013 academic year.    
Proposed law defines "veteran" as a person who meets one of the following two conditions:
(1)Has served on active duty for a continuous period of no less than two years, and
received an Honorable Discharge, as verified by a Dept. of Defense Form 214,

(2)Is currently serving in a Reserve Component of the Armed Forces of the United
States as defined by federal law. 
Proposed law requires that the Board of Regents and each public postsecondary education
management board adopt rules in accordance with the Administrative Procedure Act
necessary to implement its provisions.
Effective upon signature of governor or lapse of time for gubernatorial action.
