INSURANCE DEPARTMENT: Provides relative to the Bail Bond Apprentice Program
within the Dept. of Insurance
AN ACT1
To amend and reenact R.S. 22:1574(A)(3) and (C) and to enact R.S. 22:1574(A)(4), relative2
to the Bail Bond Apprentice Program; to provide for registration of Bail Bond3
Apprentice Program participants; to provide for recordkeeping relative to program4
participants; and to provide for related matters.5
Be it enacted by the Legislature of Louisiana:6
Section 1. R.S. 22:1574(A)(3) and (C) are hereby amended and reenacted and R.S.7
22:1574(A)(4) is hereby enacted to read as follows: 8
ยง1574.  Bail Bond Apprentice Program9

(3) All persons entering the Bail Bond Apprentice Program shall register with12
the commissioner of insurance at least ten days prior to beginning the program.13
Registration shall consist of filing with the commissioner a properly completed form14
prescribed by the commissioner. The information required on such form from each15
apprentice shall include but shall not be limited to each of the following:16
(a) The name, home address, and telephone number of the registrant.17
(b) The date of birth and social security number of the registrant.18
(c) The date the prospective apprentice shall commence training in the Bail19

(d) The name, address, and license number of the supervising licensed bail1
bond producer.2
(3) (4)  Apprentices shall complete the registered insurance producer and bail3
bond producer prelicensing program as provided for in R.S. 22:1571 before the end4
of the apprenticeship program.5

C. The supervising bail bond producer shall maintain records to support that7
the apprentice has worked the required number of hours. For each apprentice, these8
records shall include pay stubs and time sheets. Time sheets shall contain the number9
of hours worked, the specific functions performed, and the date and time of the10
performance of those functions. These records shall include time sheets and pay11
stubs, and shall be made available for examination and review to the Department of12
Insurance upon request.13

Abstract: Requires prospective apprentices in the Bail Bond Apprentice Program to
register identifying information with the commissioner of insurance.
Present law provides for the creation of a Bail Bond Apprentice Program, whereby
apprentices complete the registered insurance producer and bail producer prelicensing
program under the instruction of a supervising bail producer.
Proposed law requires the apprentice to register his name, home address, telephone number,
as well as his date of birth and social security number with the commissioner of insurance.
Further requires the apprentice to disclose the date he will be entering the program and to
give contact information for his supervising licensed bail bond producer. Otherwise retains
present law.
Present law requires the supervising bail bond producer to maintain an apprentice's work
hour records, including time sheets and pay stubs.  Such records are to be available for

Proposed law retains present law but further requires that the work records include
specifically the number of hours worked, the specific functions performed, and the date and
time of the performance of those functions.
