AN ACT1
To amend and reenact R.S. 22:1574(A)(3), (B), (C), and (D)(1) and to enact R.S.2
22:1574(A)(4), relative to the Bail Bond Apprentice Program; to provide for3
registration of Bail Bond Apprentice Program participants; to provide for4
recordkeeping relative to program participants; and to provide for related matters.5
Be it enacted by the Legislature of Louisiana:6
Section 1. R.S. 22:1574(A)(3), (B), (C), and (D)(1) are hereby amended and7
reenacted and R.S. 22:1574(A)(4) is hereby enacted to read as follows: 8

(3) All persons entering the Bail Bond Apprentice Program shall register12
with the commissioner of insurance at least ten days prior to beginning the program.13
Registration shall consist of filing with the commissioner a properly completed form14
prescribed by the commissioner. The information required on such form from each15
apprentice shall include but shall not be limited to each of the following:16
(a)  The name, home address, and telephone number of the registrant.17
(b)  The date of birth and social security number of the registrant.18
(c) The date the prospective apprentice shall commence training in the Bail19
Bond Apprentice Program.20
(d)  The name, address, and license number of the supervising licensed bail21
bond producer.22
(3) (4) Apprentices shall complete the registered insurance producer and bail23
bond producer prelicensing program as provided for in R.S. 22:1571 before the end24

B. The Bail Bond Apprentice Program shall consist of six three consecutive1
months of employment by a Louisiana Department of Insurance licensed bail bond2
producer. The apprentice shall be supervised by the producer during the 	six-month3
three-month period and work for no less than twenty-four hours per week.  The4
apprentice shall observe the bail bond producer, perform every phase of the bail bond5
business, and shall perform duties in every phase of the bail bond business except for6
the solicitation, negotiation, quotation of fees, and the execution of a bail bond.7
C. The supervising bail bond producer shall maintain records to support that8
the apprentice has worked the required number of hours.  For each apprentice, these9
records shall include pay stubs and time sheets.  Time sheets shall contain the10
number of hours worked, the specific functions performed, and the date and time of11
the performance of those functions. These records shall include time sheets and pay12
stubs, and shall be made available for examination and review to the Department of13
Insurance upon request.14
D.(1) Upon completion of the required six three months of work experience,15
without expulsion, the apprentice and the supervising bail bond producer shall16
certify, on a form provided by the Department of Insurance, that the apprentice has17
completed all of the requirements of the apprentice program.  This form shall be a18
notarized sworn affidavit, completed under penalty of perjury.19
