BUDGETARY PROCEDURES:  Requires the office of community development and the
Governor's Office of Homeland Security and Emergency Preparedness to report to
and get approval from the Joint Legislative Committee on the Budget regarding
certain expenditures related to disaster recovery and emergency response
AN ACT1
To enact R.S. 39:73.1, relative to disaster recovery and emergency response expenditures;2
to provide for certain reports and approval of disaster recovery and emergency3
response expenditures; and to provide for related matters.4
Be it enacted by the Legislature of Louisiana:5
Section 1.  R.S. 39:73.1 is hereby enacted to read as follows: 6
ยง73.1 Reporting and approval of certain disaster recovery and emergency response7
expenditures8
A. When there is an allocation of funds related to disaster recovery or9
emergency response, neither the office of community development nor the10
Governor's Office of Homeland Security and Emergency Preparedness shall expend11
any funds without a report to and prior approval from the Joint Legislative12
Committee on the Budget. Such report shall include a master plan for expenditures.13
Such report and approval shall also be required if there is a reallocation of funding14
for another purpose from which the funds were previously approved.15
B.(1) The office of community development and the Governor's Office of16
Homeland Security and Emergency Preparedness shall report monthly to the Joint17
Legislative Committee on the Budget with respect to expenditures related to disaster18
recovery or emergency response which are in excess of fifty thousand dollars.19 HLS 12RS-833	ORIGINAL

(2) No expenditure in excess of one hundred thousand dollars shall be made1
by the office of community development or the Governor's Office of Homeland2
Security and Emergency Preparedness without approval of the Joint Legislative3
Committee on the Budget.4

Proposed law provides that when there is an allocation of funds related to disaster recovery
or emergency response, the office of community development and the Governor's Office of
Homeland Security and Emergency Preparedness shall not expend any funds without a
report to and prior approval from the Joint Legislative Committee on the Budget regarding
the master plan for expenditures. Such report and approval shall also be required if there is
a reallocation of funding for another purpose from which the funds were previously
approved.
Proposed law further provides that the office of community development and the Governor's
Office of Homeland Security and Emergency Preparedness report monthly to the Joint
Legislative Committee on the Budget with respect to expenditures related to disaster
recovery or emergency response which are in excess of $50,000. Any expenditure in excess
of $100,000 requires approval of the Joint Legislative Committee on the Budget.
