LABOR: Provides with respect to the La. Workforce Investment Council
AN ACT1
To amend and reenact R.S. 23:2045, 2049(B), and 2063(A)(1), relative to the Louisiana2
Workforce Investment Council; to provide with respect to the chairman and vice3
chairman; to provide for the frequency of meetings; to provide for a strategic plan;4
and to provide for related matters.5
Be it enacted by the Legislature of Louisiana:6
Section 1. R.S. 23:2045, 2049(B), and 2063(A)(1) are hereby amended and7
reenacted to read as follows:8
§2045. Chairman and vice chairman9
The governor shall appoint the initial chairman and initial vice chairman of10
the council from members representing business and industry appointed by the11
governor pursuant to R.S. 23:2043(A)(11). Thereafter, the members The council12
shall elect the chairman and vice-chairman every odd-numbered year vice chairman.13
The chairman shall be elected from among the members representing business and14
industry appointed by the governor The chairman and vice chairman shall serve one-15
year terms, beginning July 1 and ending June 30 of the following calendar year.16

B. The council shall meet no less often than every two months and than four20
times each calendar year. The council shall adopt a regular schedule of meetings;21
however, additional meetings may be scheduled as needed.22

§2063. Strategic plan1
A.(1) The council shall develop, prepare, adopt, and submit forthwith to the2
governor a comprehensive state strategic plan that establishes strategic goals,3
objectives, and measures that provide direction for the provision of services and4
coordination of resources by the state's workforce development delivery system. The5
plan shall establish benchmarks for each measure and shall provide recommended6
strategies for implementation by state agencies and private entities. The strategic7
plan shall be updated on a biennial basis.8

the La. Workforce Investment Council.
Present law provides that the governor shall appoint the first chairman and vice chairman
of the council, and that thereafter, the council elects the chairman and vice chairman.
Proposed law provides that the governor shall always appoint the chairman and that the
council shall elect the vice chairman.
Present law provides that the chairman and vice chairman be elected every odd-numbered
year.
Proposed law deletes present law and provides that the chairman and vice chairman serve
one-year terms from July 1-June 30 of each year.
Present law requires that the council meet at least every two months.
Proposed law deletes present law and instead, requires that the council meet at least four
times a year, and may schedule additional meetings as needed.
Present law provides that the council shall develop, prepare, adopt, and submit a state plan
and strategic goals, objectives, and measures that provide direction for the services and
resources to the governor biennially.
Proposed law retains present law and additionally requires that the plan be strategic.
