AN ACT1
To amend and reenact R.S. 13:477(24) and 621.24, relative to the Twenty-Fourth Judicial2
District; to provide for election sections for the Twenty-Fourth Judicial District; to3
provide for the assignment of judgeships for election purposes; to provide for the4
election of judges; to provide for effectiveness; and to provide for related matters.5
Be it enacted by the Legislature of Louisiana:6
Section 1. R.S. 13:477(24) and 621.24 are hereby amended and reenacted to read as7
follows:8
§477.  Judicial districts9
There shall be forty-two judicial districts in the state, and each district shall10
be composed as follows:11

(24) The parish of Jefferson shall compose the Twenty-Fourth District.  	The13
Twenty-Fourth District shall consist of three election sections. Election section one14
shall consist of Precincts 170, 171, 172, 174, 175, 176, 177, 178, 182, 183, 184,15
185A, 185B, 189, 190, 191, 192, 193, 194A, 194B, 195, 196, 197A, 197B, 197C,16
198, 199, 202, 203, 204, 205, 210, 211, 212A, 212B, 213A, 213B, 213C, 214A,17
214B, 215, 216A, 216B, 217, 225, 226, 227, 228, 229, 230, 231, 232A, 232B, 234,18
235, 236, 237, 238, 246, 247, 248, 1-G, 2-G, 3-G, 4-G, 5-G, 6-G, 7-G, 8-G, 9-G,19

Parish. Election section two shall consist of Precincts 1, 2, 3, 4, 5, 7, 8, 9, 10, 11, 12,1

188, 200, 201, 21-K, 22-K, 23-K, 24-K, 26-K, 31-K, 33-K, 2-W, and 3-W of12
Jefferson Parish.13

§621.24.  Twenty-Fourth Judicial District 15
The Twenty-Fourth Judicial District shall have sixteen judges.  Four judges,16
Divisions E, J, M, and O, shall be elected from election section one; nine judges,17
Divisions A, B, D, F, H, I, K, L, and N, shall be elected from election section two;18
and three judges, Divisions C, G, and P, shall be elected from election section three.19
Section 2.(A) The precincts referenced in this Act are those precincts identified as20
Voting Districts (VTDs) in the 2010 Census Redistricting TIGER/Line Shapefiles for the21
State of Louisiana.22
(B) When a precinct referenced in this Act has been subdivided by action of the23
parish governing authority on a nongeographic basis or subdivided by action of the parish24
governing authority on a geographic basis in accordance with the provisions of R.S.25
18:532.1, the enumeration in this Act of the general precinct designation shall include all26
nongeographic and all geographic subdivisions thereof, however such subdivisions may be27
designated.  The territorial limits of the election sections as provided in this Act shall28 HLS 12RS-975	ORIGINAL

continue in effect without change regardless of any changes made to the precincts by the1
parish governing authority.2
Section 3.(A) Section 1 of this Act shall become effective solely for the purposes of3
qualifying and election of judges to the Twenty-Fourth Judicial District at the regularly4
scheduled elections in 2014, upon signature of this Act by the governor or, if not signed by5
the governor, upon expiration of the time for bills to become law without signature by the6
governor, as provided in Article III, Section 18 of the Constitution of Louisiana. If this Act7
is vetoed by the governor and subsequently approved by the legislature, Section 1 of this Act8
shall become effective for such purposes on the day following such approval.  The9
provisions of Section 1 of this Act shall become effective for all other purposes on January10
1, 2015.11
(B) This Section and Section 2 of this Act shall become effective upon signature of12
this Act by the governor or, if not signed by the governor, upon expiration of the time for13
bills to become law without signature by the governor, as provided by Article III, Section14
18 of the Constitution of Louisiana. If this Act is vetoed by the governor and subsequently15
approved by the legislature, this Section and Section 2 of this Act shall become effective on16
the day following such approval.17

Proposed law provides that the 24th Judicial District shall consist of three election sections
and provides for the geographic boundaries of the election sections.
Proposed law provides that four judges, Divisions E, J, M, and O, shall be elected from
election section one; nine judges, Divisions A, B, D, F, H, I, K, L, and N, shall be elected
from election section two; and three judges, Divisions C, G, and P, shall be elected from
election section three.
Proposed law specifies that precincts referenced in election section descriptions are those
precincts identified as Voting Districts (VTDs) in the 2010 Census Redistricting
TIGER/Line Shapefiles for the state of La. Also specifies that if any such precinct has been
subdivided by action of the parish governing authority on a nongeographic basis or

with present law, the enumeration of the general precinct designation shall include all
nongeographic and all geographic subdivisions thereof. Further provides that the territorial
limits of the election sections as enacted shall continue in effect without change regardless
of any changes made to the precincts by the parish governing authority.
