HOUSE BILL NO. 797
BY REPRESENTATIVE BROSSETT
PUBLIC CONTRACTS: Provides for a twice annual report to the Joint Legislative
Committee on the Budget regarding contracts let in the construction of the University
Medical Center in New Orleans
AN ACT1
To enact R.S. 38:2225.1.1 relative to public contracts; to provide for a report on contracts2
let in the construction of University Medical Center in New Orleans; and to provide3
for related matters.4
Be it enacted by the Legislature of Louisiana:5
Section 1.  R.S. 38:2225.1.1 is hereby enacted to read as follows: 6
ยง2225.1.1. Reporting of contracts let in the construction of University Medical7
Center in New Orleans8
The Louisiana State University Board of Supervisors and the University9
Medical Center Management Corporation shall report twice annually, once in10
September and once in February, to the Joint Legislative Committee on the Budget11
relative to the contracts let in the construction of the University Medical Center12
hospital in New Orleans. Such report shall include the following for new contracts13
let during the reporting period:14
A.  The total number of contracts let to all contractors.15
B.  The total value of contracts let to all contractors.16
C. The total number of contracts let to local and disadvantaged business17
enterprises expressed as a percentage of the total number of contracts let.18 HLS 12RS-1014	ORIGINAL

D. The total value of contracts let to local and disadvantaged business1
enterprises expressed as a percentage of the total value of contracts let.2
E. The total number of contracts let to a fifty-fifty joint venture enterprise3
expressed as a percentage of the total number of contracts let.4
F. The total value of contracts let to a fifty-fifty joint venture enterprise5
expressed as a percentage of the total value of contracts.6
G.  The total number of subcontracts awarded to disadvantaged business7
enterprises which were awarded by contractors that are not disadvantaged business8
enterprises expressed as a percentage of the total number of contracts let.9
H. The total value of subcontracts awarded to disadvantaged business10
enterprises which were awarded by contractors that are not disadvantaged business11
enterprises expressed as a percentage of the total value of contracts let.12
I. Total number of disadvantaged business enterprises in which a contract13
was let or that was subcontracted expressed as a percentage of the total number of14
companies in which a contract was let or that was subcontracted.15

Abstract: Requires reporting in September and February to the Joint Legislative Committee
on the Budget regarding contracts let in the construction of the University Medical
Center in New Orleans.
Proposed law provides that the Louisiana State University Board of Supervisors and the
University Medical Center Management Corporation shall report twice annually, in
September and February, to the Joint Legislative Committee on the Budget relative to the
hiring of local and disadvantaged business enterprises when contracting relative to the
construction of the University Medical Center hospital in New Orleans. Such report shall
include the following for new contracts let during the reporting period:
(1)The total number of contracts let to all contractors.
(2)The total value of contracts let to all contractors.
(3)The total number of contracts let to local and disadvantaged business enterprises
